- From the substance of the texts of the reports of the General Directorate for the Audit of Institutions and Non-Governmental Organizations NGOs, which reached more than 4,000 institutions, including "Dura Islamic Association for the Care of Orphans", which was established in 1995, and aims to relieve orphan and needy families in the city of Dura and its suburbs, and the Association supports approximately 1,800 orphans and needy people... The Association relies in financing its programs and activities on orphan sponsorships, zakat of wealth, alms, grants, aid, and donations provided by benefactors at home and abroad.
- The State Audit and Administrative Control Bureau (SAACB) conducted an audit of the Association’s work and the Bureau’s report for 2019 concluded with the following main observations:
· Kindergarten:
- The Directorate of Education, South Hebron, granted a license for the kindergarten in 2001, without obtaining an official letter from the Association, and without inquiring with the Ministry of the Interior about the kindergarten’s status, and the Association, before granting it the necessary license, where it became clear that the Association’s name was exploited to license a kindergarten that operates for the benefit of an individual, and not for the benefit of the Association...!
- The land of the kindergarten donated, is not registered in the Association’s assets register, due to its not yet entering into the Association’s ownership (title deed) ...!
· Orphan Sponsorships:
- There is no cost-center account specific to the orphan sponsorship file, where the balance of sponsorships in 2017 amounted to 205,410 Jordanian dinars.
- All sponsorship revenues are recorded, and all expenses related to orphan sponsorships are executed, .... in a single account, and there is no bank account specific to them...!
- There are other expenses executed ... that have no direct relation to the orphans, from the balance of orphan sponsorships....!
· Response to the Bureau’s report:
- It was positive, and consistent with what was stated in the report, as it confirms the observations contained therein.
· (And I say, commenting) , it is a good thing that the Bureau’s observations are affirmed in a positive manner...., but what is the fate of the violations related to the kindergarten, and granting the license to the kindergarten that turned out not to operate for the benefit of the Association, but rather operates for another person who exploited the Association’s name..! without measures being taken by the competent official bodies to examine the circumstances of licensing the kindergarten, and other related arrangements that should have been taken before granting the license..... etc..!
· In addition, what is the nature of the expenses that the Bureau found to have no direct relation to the orphans... which were withdrawn from the sponsorships account...! In addition to the absence of a bank account for these sponsorship revenues..! In addition to the failure to determine the fate of the kindergarten land...
· The noble objectives of this Association, and the spirit of giving, goodness and assistance from all beneficent parties at home and abroad, must be accompanied by a sound financial and administrative control system, and on a regular basis.. in addition to the necessity of follow-up by the competent authorities... and the necessity of providing an annual audit report on the Association’s financial and administrative work by an external auditor, as customary with non-governmental associations and bodies NGOs annually...!
