And the agreement does not
oblige..."Israel" to stop settlement.)..!!
I acknowledge that Dr. Nabil Shaath, head of the Expatriates Department in the Palestine Liberation Organization (PLO), in a special interview conducted by "Dar Al-Hayat" on 23-10-2019 in New York, admitted that the Oslo Agreement in 1993 does not oblige Israel to stop settlement...!
However, he said that the "Oslo Agreement" was not a choice, because the alternative was hunger, dispersion and the continuation of massacres.... adding that the Palestine Liberation Organization (PLO) was under severe Arab and international political and financial siege..!
Dr. Shaath pointed out that the declaration of independence announced on 1988 at the Palestinian National Council convened in Algeria ...and which was voted in favor of establishing the Palestinian state on the territories occupied within the borders of 1967.. noting that accepting this declaration led to the disappearance of the phrase "the entire Palestinian national territory" and it no longer exists.. which reinforced the idea of Oslo..!
Dr. Shaath referred to Hamas's responsibility for destroying the first part of the peace process because its operations increased inside the Green Line after the Palestinian Authority entered .. to sabotage it before the Israelis, who declared in Rabin's words at the time that Israel wanted from the Palestinian Authority only "security" and to preserve it. Which, according to Israeli statements, showed the organization's inability to secure it in light of the operations Hamas was carrying out at that time inside the Green Line!
Dr. Nabil Shaath explained that the greatest mistake was accepting the division of the West Bank into three areas.. A, B and C... which was the reason for Dr. Shaath's exit from the negotiating delegation..
As for the corruption accusations leveled at the Palestinian Authority by a wide sector of Palestinians, Dr. Shaath replied that corruption among us – Palestine – does not reach one per thousand of the corruption present in Egypt or Saudi Arabia or Lebanon!! Since there is no country in the world that does not have corruption...! But there is a gross exaggeration in these accusations...!
And on the possibility of stopping security coordination with "Israel" if it declared the annexation of the West Bank, Dr. Shaath answered that the Israeli occupation forces control the land and are present everywhere in Palestine .. and a large part of this coordination is imposed on us! We cannot prevent them... from declaring the annexation of the West Bank.. but the countries of the European Union promised us that in the event that happens, the European countries together will declare recognition of the Palestinian state on the borders of 1967..
Shaath stressed the necessity of confronting all these challenges with several basic steps, namely holding elections to regain people's trust, ending the split, building a national economy and strengthening popular resistance...!!
Dr. Nabil Shaath is a veteran Palestinian politician.., and I personally have respect for him.. However, I will record here a comment concerning the issue of settlement in the Oslo negotiations.. at their outset, where I read an article by Dr. Yossi Beilin.. one of the architects and engineers of the Oslo Agreement, who held several ministerial posts in Israel including Religious Affairs and Justice.. and chaired the Meretz party known for its leftist tendencies, wrote in this article about settlements in the Oslo negotiations in an interview with the online newspaper Al-Monitor dated 10-9-2018: Yossi Beilin admitted (that the Israelis succeeded in convincing the Palestinians not to refer under any circumstances to freezing Israeli settlement.. in the negotiations.. and that this, in Beilin's description, was like the killing of the Palestinian negotiator...)!!...So the mistake was from the start of the negotiations... in Oslo and on the issue of settlement the late Dr. Haidar Abdel-Shafi had insisted on addressing it first and not neglecting to raise it first.. in the negotiations with the Israelis...!
