-       The Palestinian Red Crescent Society in Hebron was established in 1968, and it is an independent national society.

-       The Diwan conducted an audit of appointments to vacancies and the staff positions in the Society; the following are some of the important observations, according to the text of the Diwan’s report on appointments in the Society:

·      Recruitment mechanism

-       Not all the documents necessary for the audit process were obtained, to reach sufficient confirmations regarding the appointments.!

-       There is a conflict of interest (kinship tie) between some members of the interview committee and the employees who were appointed, and they were counted as (10) hiring cases.!

-       No specific mechanisms and procedures for recruitment are followed in the Society, as some employees were appointed directly, without holding competitions or interviews according to proper procedures!

-       The two winners were selected for the positions (Supplies and Procurement Department and Administrative Assistant), and it was established that they are in a first-degree kinship with two doctors in the Society, who were members of the recruitment committee. In addition, the qualifications of the winner for the Supplies and Procurement Department position are not appropriate, as the winner holds a specialization certificate in history and methods of teaching social studies, in addition to a lack of a certificate of experience.!

-       It was shown that the application submission date for some employees is the same date on which the interview was conducted!

-       There is no administrative decision issued by the administrative board to form an interview committee according to proper procedure to ensure transparency and integrity in selection. The above-mentioned positions were not announced in the official newspapers, contrary to the customary procedures in the appointment process.!

-       The winner in the job competition for Planning and Project Management was found to be related by kinship to the Vice President of the Society, who chairs the interview committee that chose the winner for the position, which increased the risks of conflict of interest. !

-       A staff member was appointed in the Maintenance Department without announcing the vacant position in the newspapers, in addition to the absence of an administrative decision forming an interview committee for the (Maintenance Technician position), issued by the administrative board according to proper procedure. In addition, there is no record of the interview results of the applicants, and it was shown that the winner of the “Maintenance Technician” position is related by kinship to a member of the Society’s administrative board.!

-       A general practitioner was appointed in the Society, where a first-degree kinship with a member of the Society’s administrative board was shown. It was also shown that the appointment of the general practitioner was by decision of the administrative board as a resident physician in the Pediatrics Department in 2013, directly, without holding competitions and interviews according to proper procedure, and before he obtained the license to practice general medicine, contrary to procedure, noting that his grade in the secondary school certificate was acceptable, and his scientific attainment in practicing the profession (امجلس الطبي الفلسطيني) was also weak. It is noted that the physician’s evaluation by a committee of specialist physicians was very weak, as the result of his written exam and his interview were unsatisfactory and below the required level, according to the procedure followed in the hospital. The medical director’s remarks on the physician’s performance before his appointment indicated that his level was very weak, as the result of his classification exam and his interview did not reach the minimum passing threshold.

-       Response to the report: There is no response from the Society to the Diwan’s report!
