·       Public funds......stolen

·       "Write, Hussein."..!! In the play "شاهد ما شافش حاجه"!....Phrases with deep meaning like the play's title.!......And when the writing concerns a scope whose frame is the entire homeland..things are different!! Writing about violations and corruption in the workplace ...must be followed by diligent follow-up..and a genuine concern for public funds!!..so the people know, as it was said, "their head from their feet" and hearts are reassured, and that the perpetrator of evil in the theater of corruption ...which is expansive in its definitions...was punished truly and in reality...!!!In the report of the State Audit and Administrative Control Bureau (SAACB) for 2017 in Palestine ...which was published in the last quarter of 2018, the executive summary of the report stated ...that the Bureau had received 65 cases from the Anti-Corruption Commission..the Commission was provided with follow-up results for 53 requests..i.e. a follow-up rate of 81% ...and the Bureau indicated in this summary..that the requests received from the Anti-Corruption Commission constitute 60% of the total requests received from various entities totaling 108 requests..and this is an indicator that does not bode well....! and this happens in most Third World countries...!! But we differ from them in that we are still in the process of building our state...and we need every material and moral effort...to build this dream..so the sacrifice must be great..Today in this post we chose a corner of the work of the public sector...and it was mentioned in the course of the report as "the Civil and Security Governance sector"..represented by the sovereign ministries and security apparatuses..and the judicial authority..that the audit reports issued during 2017..were 12 reports and 19 complaints were followed up...and among the most important audit findings in this sector

·       There are 4,252 vehicles registered and actually present with the security apparatuses with a total cost of the vehicles (fuel, maintenance, insurance) during 2015 amounting to approximately 90 million shekels, representing 9% of the total operating expenditures of the governance sector in the 2015 budget.."

·       There are no fewer than 1,326 vehicles, representing 31.2% of the total vehicles, allocated for personal use by persons, titles and ranks in the security apparatuses..and 403 administrative vehicles representing 9.4% in light of the existence of 1,413 vehicles allocated for movement and patrols representing 33.2% ..and also 578 vehicles representing 13.6%...for which the nature of their use was not signed" ...

·       In truth..I feel that the writing in the report about what was mentioned...is muffled..!! It presented statistics with negative implications for public funds but did not point with a forefinger and "in bold" to what it exactly means in some data..and what is going on ...so that the information reaches the public...!!

·       As also stated in the report: "there are vehicles that remain in the custody of retired military personnel or deceased persons...and were not purchased or handed over contrary to Cabinet Decision No. 13/82/02 / M.W /S F...for 2011 regarding granting retired military personnel the right to purchase government vehicles they possessed and used before 31-10-2010..."And I say to myself..this observation about the existence of stolen public property!!...for a period..in the form of cars that were seized...in violation of the law whose number the report provided us with.!!..What guarantees us that such observations were followed up by the bodies responsible for controlling violations in the National Authority..and that the assets were returned or their values returned...to the State Treasury!! Despite my reservation as a citizen about such a privilege..to purchase cars at low values and even much lower than their book values...in most cases..contrary to their market values..as if they thereby present the cars as a gift..!!

·       Writing about violations in government and security sectors..remains meaningless..as if placed in drawers..neglected..if not followed by vigilance, follow-up and zeal for public funds...and this is one corner among many..we want those in charge to truly follow up it....and take the necessary measures to prevent their recurrence and punish those who commit them....to remove our hands from our hearts..which remain apprehensive..of some performance in the general public governmental sector!!
