Kana and Its Sisters: In the Field of “Corruption Without Borders”

-        The corrupt in most parts of the Greater Arab Homeland ...do not carry license plates... and if they do they are without numbers... and without fees... indeed .without identifying marks...they are everywhere...with their actions they have overrun most places...difficult to detect...they are invisible in their images...not discovered by tracking devices...by popular eavesdropping...nor by installed cameras..they carry seeds whose ajr is being blown on (يجري عفرها)..they do not need water or soil to grow..they are like fire ..they destroy every structure ....deeply rooted...they do not carry sharp weapons..rather they operate according to ....the ISO standards of corruption.!!

-        They are in schools and universities ..in hospitals ...they are in the public sector and the private sector and the nonprofit sector...in the seats of power ..and their inner circles...in the military sector and the civilian sector..and the commercial sector — wholesale and retail..small projects...and large projects..in assistance and grant programs...in all their forms...in diplomatic bodies ...they appear in many guises ..as men of religion...as inspirers ..and as leaders who give stirring speeches to vast crowds..they take the front rows in gatherings..even among the faithful in houses of God..you cannot but swear by their lives and cheer for them..and they are devils...they depart from texts... they are..... the corrupt...!

-        They are in our Arab countries....many...individuals and groups..they have their own language ..and several dialects...they operate according to recipes..for preparing their food....dipped in the ruin of peoples' homes...they are behind appointments in oversight bodies ...and even within the judiciary according to personal loyalty and favoritism ..and not according to standards of competence....they build places of worship...to appear ..as the purity of ascetics....they hold parties ..and cultivate channels of contact with oversight bodies..they bribe..give gifts...cultivate proximity ..so that the corrupt among them are protected by their offshoots..they exercise authority in their positions ..when they become among the great of the land...over trade and private sector affairs...they become ...in a moment of time partners without capital...no legal texts ask this of them.....but in return..they must draw a curtain over many violations...so these companies by their presence gain immunity..before any oversight..they are present in the arena..and the days go by ...and the pains accumulate....and dreams are defeated....they intervene..to mend the rift..and they are the ones who spread the headache...in societies...they recruit the great of the land...to issue pardons for their group...minutes after detaining them by virtue of a telephone call.or special codes on social communication means ..they enter chat rooms for the great..and the small......at times...representative democratic council prescriptions do not work on them..they enter them..where the vigilant do not sense in the parliaments of peoples and the unions and nonprofit bodies...they disrupt ...the march..by passing laws....and by broadcasting and recruiting their eyes..in centers of decision....they settle the bills of their fees.!!

-        They may change the direction sign of a traffic light ...onto a street ..and reverse the arrow ..thus misdirecting the route...and creating chaos..they infiltrate..into a demonstration and seize the microphones..and make us hear..what we like to hear...and you cannot but repeat after them....their booby-trapped chants.!!...They may be a conduit for admitting a student whose grade does not qualify him for university admission..according to the correct standards..by which everyone is supposed to enroll..and yet they register him nonetheless ..at the university ..

-    There are corrupt people ...among religious scholars, preachers, priests and monks...for corruption is ancient..as old as history..
Corruption reshapes norms and traditions so that corruption becomes a norm..a social habit that is not rejected...when corruption becomes cleverness and cunning and savvy and courage...corruption is adapted to culture and custom so that bribery becomes a right and a gratuity...the corrupt build mosques and places of worship to reposition themselves..to be among the pious..and the praised...!! The corrupt include some intellectuals, journalists, businessmen, the wealthy and community notables...doctors and judges and university professors...broadcasters and journalists ...and the sale of notes and exam questions and the theft of human organs and privatizers of justice are among types of the corrupt..it may be that one who applauds and hails is corrupt..paid by higher corrupt parties and it is not surprising that the price of a speech uttered from their mouths...in the crowds in favor of some influential person equals multiple times the salaries of several months of public employees !!..they may be opinion leaders...and they may be defenders of nationalism..!

-          Corruption obstructs rulings..and delves into embezzlement and bribery, and poor performance..it grants privileges to those who do not deserve them among their employees...and lavishes consecutive ranks..on those who do not deserve them ..it favors the failures....and appoints the unsuitable employee in the unsuitable place...the corrupt abuse the employment of funds, establish phantom projects...and tamper with tenders and bids ...these are lists whose entries are renewed and increase..every day.!!

-    Corruption enters into all aspects of life....human, personal, practical and official....
They address this by forming oversight bodies and offices of accountability...and experts...and they legislate laws ...for control..they list governance panels (لوحات الحوكمة) and set them as licenses for registration with the public and oversight bodies...they are the committees branching from people's councils and parliaments to investigate..and they refer matters to the judiciary. according to what they decide! ..the campaign to search for corruption is like traffic police patrol campaigns. in inspection week for car lights and their licenses and insurance..and other papers and documents in licensing seasons......then the week passes... and everyone returns as it was said ..Halima returns to her old habit...!!
- Sometimes they are advisors ..and other times heads of families....influential..they work so that iron becomes molten..!!..they enter through many doors..into systems of governance...and do not leave ...they establish there privileges and legitimize their corruption..and they are insulated..protected...by the livelihood and salt they share with the holders of power ...the important ones..!..they retain large files..good governance...and they who command... so how, by God, will they be discovered!! ..they distort facts....while they do not listen to truths and advice...they kill ..whoever utters a single word ..when he reports on them after he saw them meeting or whispering or sharing or conspiring...there are no barriers before them !!

-        An annual report is issued by " Transparency International" which was founded in 1993 and is headquartered in Berlin...issuing the "Corruption Perceptions Index" .....”Corruption….Perceptions Index..CPI” ..on levels and degrees of corruption in more than 180 countries...we excerpt a portion of their report for 2017 on the corruption scores of Arab countries.!!..and the Corruption Perceptions Index is defined as a mixture of surveys and assessments that address corruption in countries of the world..which are collected by a group of independent institutions...(sources)...and the country is then evaluated according to the perceived degree of corruption in the public sector and other sectors..where the score...100 is the most honest...and a score of zero...the most corrupt...and the organization defines corruption as "the misuse of public office for private gain"...such as government employees taking bribes and embezzling public funds....
- There are more than 12 international sources..of information..we list below some of these sources such as the Economist Intelligence Unit (EIU) ...and the Global Insight GI ...
- The Transparency International report for 2018 stated...
- On the Corruption Perceptions Index for 2017 ..for the countries of the world including the Arab countries..except Palestine because there were not at least three sources of information and assessments available to include the name..!!
• Note: the scores are ordered such that a score of 0 zero is the least honest and most corrupt..and the scores ascend to reach a score of 100 where the state is the most honest and most transparent !!
- The list of Arab countries is ordered from highest integrity descending to lowest integrity:
UAE 71, Kingdom of Saudi Arabia 49, Jordan 48, Oman 44, Tunisia 42, Morocco 40, Kuwait 39, Bahrain 36, Algeria 33, Egypt 32, Djibouti 31, Lebanon 28, Mauritania 28, Comoros 27, Iraq 18, Libya 17, Sudan 16, Yemen 16, Syria 14, Somalia 9 .

-        In.. in Palestine . many signs read ."If you see a corrupt person, report him"....with telephone numbers written below this phrase..they hang them on large billboards....at road junctions and city entrances...but they appear like the phrase "Smoking leads to cancer"...and the number of smokers increases with each reading of warning phrases.......!!

-        A fall into the world of corruption...and the corrupt...I liken it...to how kana and its sisters take the lead of nominal sentences.....and their entry changes meanings and diacritics ...so they raise their subject....and despite that the meaning remains incomplete...so they assign their predicate in the accusative....and the sentence is headed by kana or one of its sisters..it is a group like corruption...when they enter ..into the moving vessel...they reverse the direction...thus the situation ...before the entry of kana and its sisters was stable...and active...and the sign reads ."the situation is active"....and when kana and its sisters (akin to corruption) enter..the sentence becomes "the situation was active" i.e., before the group's entry into the field..

-        It seems that the will among the upper strata of the ruling elites and decision-makers is lacking in many Arab lands. The evidence for that is the rates in the Arab countries... As for the individual, when he sees that the corrupt are continuing to multiply...in an unprecedented way...and they are not removed when their deeds are revealed...this citizen says to himself..why not..join them..or it is written on me that "I shall establish the religion in Malta"...and thus the rosary of society and its strong fabric unravels.!!

-        Religion forbids and proscribes corruption...which destroys the crops and the offspring.!!..God Almighty said in His clear verses "And when he turns away, he strives in the land to cause corruption therein and destroy crops and offspring, and Allah does not like corruption"... and He said "and make reconciliation and do not follow the way of the corrupters" and the Glorious and Exalted said "And do not cause corruption in the land after its reformation".. then He said "That is the abode of the Hereafter; We assign it to those who do not desire exaltation upon the earth or corruption; and the outcome is for the righteous"....God Almighty has spoken the truth....

-        We ask God...to help our nation apply the principle of reward and punishment...to the great and small among our people and rulers...who walk in this heinous corruption...that corruption is falsehood....it must be eradicated...!!
