· When reviewing the Report of the General Directorate of Police for 2021, which is included within the State Audit and Administrative Control Bureau (SAACB) report for 2023..and which covers several sectors, including reports on the "Civil and Security" governance sector, numerous financial and administrative violations were observed, and non-compliance and failure to adhere at times to the laws and instructions regulating work in the General Directorate of Police..Among these violations, we list below some of them (according to the SAACB report)..knowing that some of the texts of the SAACB report appeared in a narrative form, more than indicating the levels of severity of some of these violations:
· The report showed that there are:
1- The secondment/assignment (farz) of a group of employees to work in other security agencies or civil institutions
2- The secondment/assignment (farz) of a number of military employees to civil institutions
3- The secondment/assignment (farz) of a number of military employees to non-governmental institutions, and accompanying personalities..(the report did not indicate the extent or degree of seriousness of such violations on public work)!
4- There are a number of employees who were placed in custody/holding for medical and disciplinary reasons for a period exceeding 4 years..and some custody/holding decisions were made for the first time by the Supreme Military Medical Committee, without a decision from the Personnel and Organizational Authority.!
5- There are a number of employees who were assigned to work as escorts/attendants for some retired employees in the force!
· As for the Financial Affairs item – bank accounts, the report showed that there are:
- The General Directorate of Police does not prepare its own budget and submit it to the Budget Department in the General Central Administration, so that a ceiling is set for each approved expenditure item
- Cash allowances and monthly per diems were disbursed by a decision of the head of the force at a rate of 9% of total operating expenditures
- Maintenance was performed on vehicles belonging to the force without recording the vehicle plate number on some invoices or receipts! Also, a total fuel ceiling was approved by the Central Financial Administration for all agencies, including the General Directorate of Police, and the force in turn approves a ceiling for each vehicle with similar amounts, then these are paid by the Central Financial Administration without specifying the actual consumption of the vehicles belonging to the force!
· As for Supplies and Warehouses, the report showed that there are:
- Receiving vouchers for purchased materials were issued by the head of the Procurement Committee in some procurement transactions, contrary to the principle of separation of powers!
- Duplicate disbursement of internal official per diems, and assistance to some people in the same period, and disbursement of amounts exceeding the specified ceiling from the petty cash fund, contrary to regulations..
- Nine government transport vehicles were replaced with other vehicles, and the replaced vehicles are still registered as held by the police!
- There are vehicles out of service without taking the necessary measures (selling them at public auction, using them for transport and communications), to remove them from the police inventory
- There are vehicles registered with the police force but not recorded in the vehicle registry of the Ministry of Transport and Communications, and there are vehicles registered with the Ministry of Transport and Communications but not listed in the police vehicle inventory!
- A number of vehicles of the General Directorate of Police were allocated/seconded to agencies and institutions outside the police force, without clarifying the reason for that or the purpose of such allocation..!
· In my opinion, it is necessary to have an Internal Oversight and Audit Department in the General Administration of Police, whose role would be to follow up on the overall performance of employees and ensure compliance by all departments of the General Directorate of Police..with laws and regulations, and the SAACB’s observations and recommendations..and any inspection tasks regarding the course of work in the directorate..in order to entrench the principle of accountability and control, and to strengthen the spirit of responsibility..especially since the work of the General Directorate of Police affects the daily life of all citizens..!
