· Notes in the "Governance and Security" sector

- From the reality of oversight and auditing of the work of governance and security, represented in the sovereign ministries, security agencies and the judiciary, the number of reports issued during 2017 reached 12 reports and 19 complaints were followed up....

- There are 4,252 vehicles registered and actually present with the security agencies with a total vehicle cost (fuel, maintenance, insurance during 2015: 90,262,850 shekels..) according to the data of the Bisan accounting program at the Ministry of Finance, constituting 9%.. of the total operating expenditures of the governance sector in the general budget for 2015

- There are no fewer than 1,326 vehicles, representing 31.2% of the total vehicles, allocated for personal use by individuals, titles and ranks in the security agencies, and 403 administrative vehicles representing 9.4%, while 1,413 vehicles are allocated for movement and patrols representing 33.2%.. and likewise 578 vehicles representing 13.6%... for which the nature of their use was not clarified..

- There are vehicles that remain in the custody of military retirees or deceased persons, and they were not purchased or delivered, contrary to Council of Ministers Decision No. 13/82/02 M.W / S.F for the year 2011, regarding granting military retirees the right to purchase the government vehicles they held and were using before the date 31-10-2010

- There is an inflation in the organizational structure and the creation of general departments, directorates and units in the General Authority for Civil Affairs that is not commensurate with the volume of work in the authority, in addition to overlap in jurisdictions and tasks in some units and departments, contrary to the government's expenditure rationalization policy...
The appointment of some employees in the General Authority for Civil Affairs to work outside Palestine without a vacancy in the organizational structure to justify the appointment and without receipt of accomplishment reports that reflect the nature of their work... and secondment of employees to work in non-governmental bodies contrary to the Civil Service Law and its executive regulations..
The number of beneficiaries from the Alimony Fund is very small if compared to the number of divorced women, whose number reached by the end of 2016 about 428 files distributed across the governorates of the homeland..

- There are amounts due to beneficiaries from the Alimony Fund amounting to about 4,250,000 shekels... until the end of 2016, which is inconsistent with the main principle for establishing the fund, namely economically empowering the beneficiaries and sparing them the specter of need and poverty..

- There is an inflation in the organizational structure of the governorates compared to the volume of work in them and an overlap of jurisdiction between the tasks of some directorates and sections in the structures.

- Some employees do not adhere to working hours and attendance in the governorates without measures being taken against them, and military employees seconded — detailed — from the security agencies to the governorate do not have their attendance documented, in addition to seconding a number of governorate employees to work in other bodies contrary to the law..
Notes in the Services sector:

- The number of oversight reports issued during 2017 reached 13 reports and 92 complaints were followed up. The most important audit results were reflected in some of the following:

- The Ministry of Education and Higher Education did not take the appropriate necessary measures to ensure its full knowledge and management of external scholarships, which leads to the absence of fairness in some students' access to those scholarships..

- Some embassies abroad deduct some of the scholarships granted to students and dispose of them in a manner contrary to the law..

- Weak oversight and supervision procedures by the Ministry of Education and Higher Education over the work of student services offices

- Delay by the Ministry of Education and Higher Education in the recruitment process for the 2016-2017 academic year, which led to the loss of a number of class periods for students or to some teachers giving periods exceeding their prescribed teaching load.
