- It is clear to us, and from reviewing the Diwan's report items regarding the Political and National Guidance Authority... that the observations and violations are many, and, as it appears, the Authority's activity is weakly effective on the target groups, and that the existence of some departments and units within the Authority has no administrative justification, in addition to filling the Authority with many employees, given the large organizational structure of the Authority compared to the Authority's main outputs and activities..!, in addition to the presence of numbers considered large of military employees in the Authority, as escorts to the head of the Authority (7 escorts), and as for the use of public money in the Authority, the Authority pays monthly work assignments to the military employees, without a legal reference for the disbursement, noting that the names are repeated monthly..!, and without clarifying the nature of the internal assignments they performed!, in addition to that, civilian employees in the Authority are promoted to the grade of Director General and Department Director, despite the absence of job description cards for the departments and divisions to which the employees were assigned. And other observations and violations; some of the observations contained in the report were justified in the Authority's response..! Listed below are what were recorded as the most important observations of the Diwan:
- There is no legal basis for the establishment of the Political Guidance Authority.. and therefore, in the absence of a special law regulating its work, the method of appointing the head of the Authority, or the mechanisms for his appointment, and the conditions that must be met or his privileges, or the term of service in holding the presidency of the Authority were not specified.. and the service of the head of the body was extended after he reached retirement age for a period exceeding 5 years
- The largeness of the organizational structure compared to the Authority's main outputs and activities, whereas there are no job description cards for all jobs in the organizational structure,
- Failure to activate the internal control unit in the Authority (control and inspection), despite assigning and charging employees to this unit.
- Not purchasing through central tenders, due to the existence of petty cash funds in the governorates,
- Payment of incentive bonuses, without an internal system for monetary incentives,
- As a result of renting and replacing the premises of the Political Guidance, amounts of money were spent without adhering to the condition of expense liquidation, as in the Al-Ram building, where the Political Guidance does not occupy it, despite a written declaration from the Authority of occupying the premises..
- Renting an apartment for the Deputy Political Commissioner without a legal reference for the disbursement.
- Payment of some expenses without adhering to the conditions of expense liquidation, and in violation of the law.
- Paying monthly work assignments to military employees, without a legal reference for the disbursement, and there is no system or criteria that determine the bases on which the disbursement is made, noting that the names are repeated monthly ...! without clarifying the nature of the internal assignments they performed...
- Appointing a female employee under the budget contracts item directly, without including the position in the staff formation schedule and without external announcement...
- Appointing 6 civilian users to work in the Authority by the Military Finance Department; the value of some contracts for some employees was amended without clarifying the change in the nature of the employee's work.
- Promoting civilian employees in the Authority to the grade of Director General and Department Director, despite the absence of job description cards for the departments and divisions to which the employees were assigned, and supervisory vacant positions were included in the staff formation table without occupying them.
- Some employees' failure to adhere to official working hours in the Authority, and some of them relying on their attendance being considered official work assignments.
- Assigning 7 military employees in the Authority to accompany the head of the Political and National Guidance Authority.!
- Violation of the provisions of secondment and loaning of the Authority's employees
- Procurement committees were formed in violation of the Public Procurement Law No. 5 of 2014 and its amendments.
- There are risks in information technology, and technical support manifested by weak planning and prioritization and choosing between alternatives in the General Directorate of Technology, and the absence of documented IT-specific policies, and an unsafe environment in the server room!
- There are no core outputs for some departments and units because they are ineffective, such as the International Public Relations unit, which does not meet the purpose for which it was established, and does not perform the tasks assigned to it within the framework of international and external work.!
- Weak impact of the Authority's work on the target groups, in light of the monetary cost of each activity carried out by the Authority..!!
