· General shortcoming, andLack of an organized government methodology for donation campaigns!
· Episode No. ( 13 )
· Date 17-9-2025
· The State Audit and Administrative Control Bureau (SAACB) conducted inspection and evaluation work on the measures taken and planned by the competent and related authorities in providing support and relief to the Gaza Strip, based on the data available to us!
1. The report showed that there are important initiatives (best practices) that were implemented or prepared in the telecommunications sector, where efforts were made to restore communications and internet services, provide alternatives via satellites, form a joint national team to inventory the damages, and prepare proposals for recovery and reconstruction. As for the education sector: plans were drawn up to restore the educational process in the southern governorates by utilizing the remaining infrastructure and strengthening cooperation among higher education institutions in the two parts of the homeland. Regarding the agricultural sector: the Ministry of Agriculture prepared an urgent plan for relief and early recovery!
· However, the response still lacks a comprehensive institutional framework, an emergency database, and other substantive observations; below we list the most prominent:
1- Absence of an institutional structure or national fund to manage disasters and preparedness for them, to which stakeholders at all levels would adhere.
2- Lack of a pre-established database for emergencies, including the information necessary to confront crises.
3- Absence of a unified media capable of covering events and exposing violations in an organized manner,
4- Failure to involve some vital sectors, such as pharmaceutical and food factories, and absence of plans to confront Israeli restrictions on the entry of aid. It was not apparent that some indirectly related parties were involved or notified to prepare a plan to increase production and operate at maximum capacity, such as pharmaceutical factories and certain types of food factories, for example; nor was there any apparent plan to deal with the occupation's procedures in preventing relief materials from reaching citizens in the Gaza Strip.
5- Weak coordination to ensure that aid reaches and is distributed fairly and effectively.
6- The Bureau did not observe the existence of any information and communication authority or reference, not only for the populations at risk but for the public in general, effectively and in a timely manner!
7- Lack of facilitated arrangements for the entry of foreign funds, or alternatives in case their arrival is impeded.
8- The Bureau did not observe the existence of a methodology and organization for donation campaigns at the government level, with a statement of roles, responsibilities, and a reference authority to manage these funds and distribute them, except for campaigns carried out through the Ministry of Endowments and Religious Affairs and some civil society institutions!
· And despite these substantive observations by the State Audit and Administrative Control Bureau (SAACB), the concerned authority did not respond to the report!
