·       Foundations of the Palestinian State

-        What did the texts of Chapter — Section — Seventeen on the topic of the foundations of the Palestinian state in Trump’s Vision (the "Deal of the Century") 2020 tell us. Here are those texts:

-        The transition to statehood is complex and fraught with risk. The region cannot absorb another failed state or another state that disregards human rights or the rule of law. The State of Palestine must, like any other state, combat all forms of terrorism and be accountable to its neighbors, to be a productive and non-threatening member of the international community. For its citizens and its neighbors in the future, it is of paramount importance that the State of Palestine possess the foundational elements necessary to give it a strong likelihood of success.

-        The following standards are considered the basis for constituting a Palestinian state and must be determined by the State of Israel and the United States, jointly !!, acting in good faith, after consultation with the Palestinian Authority:

-        The Palestinians shall implement a system of governance under a constitution, or other system, to establish the rule of law, which provides for freedom of the press, free and fair elections, respect for the human rights of its citizens, protection of religious freedoms and the religious minority communities’ beliefs and aspirations, integrity in law enforcement and contractual rights, adherence to legal due process under the law, an independent judiciary with appropriate legal consequences and specified penalties for violations of law!

-        The Palestinians must have transparent, independent and creditworthy financial institutions, capable of engaging in international market transactions in the same manner followed by the financial institutions of Western democracies with appropriate governance to prevent corruption and ensure proper use of those funds, and a system to protect investments and address market-based commercial expectations.

-        The State of Palestine must meet the independent objective standards for accession to the International Monetary Fund.

-        The Palestinians must have completed all programs, including school curricula and textbooks, that incite hatred or hostility toward its neighbors!!, or promote it!!, or that compensate for or incentivize criminal or violent activity. !!

-        The Palestinians must have civil control and law enforcement over all of their territory and the disarmament of their population.
The Palestinians must have complied with all other terms and conditions of this vision.
The United States and the State of Israel and all regional neighbors will work positively and in good faith with the Palestinian leadership to provide the assistance necessary to achieve the standards mentioned above. As it transitions to the era of state governance, the Palestinian leadership will benefit from international assistance in drafting the political and logistical instruments to establish the state.

-        The international community must mobilize a global effort to help the Palestinians achieve good governance. The Hashemite Kingdom of Jordan is well positioned to play a distinctive role in providing this assistance, by virtue of regional proximity, cultural ties and family relations, in areas such as law, medicine, education, municipal services, historical preservation and institution building. In a manner consistent with the dignity and independence of the future State of Palestine, the Hashemite Kingdom of Jordan will provide long-term on-the-ground assistance in designing relevant institutions and procedures and training the staff involved. The objective of this assistance will be to help the Palestinians build strong, well-governed institutions.

-        Other countries will be encouraged to provide assistance to the Palestinians in areas where they have expertise or special experience,

-        The international community recognizes that implementation of this vision will require expanding the capacity of the Palestinian government and its ability to provide services to additional people in a broader area. The international community will provide technical assistance across the range of services the Palestinian government will need to provide, including security.

-        Donors will particularly focus on developing infrastructure, equipment, mobility capacity and communications to ensure the Palestinian government's ability to professionally oversee the future State of Palestine.

-        Once these measures are completed, the United States will encourage other countries to welcome the State of Palestine as a full member of international organizations. However, the State of Palestine shall not join any international organization if such membership conflicts with the State of Palestine’s commitments to disarmament and to cease the political and judicial war against the State of Israel. Through this membership in international organizations, other countries will be encouraged to engage the State of Palestine as a respected and responsible member of the international community.!
