Chapter Five:

Jerusalem

-        I provide below the continuation of Episode No. 6 concerning Chapter Five (Jerusalem)... from the first part of the political framework of the summary texts of the Deal of the Century

-        The texts of the Vision provisions concerning Jerusalem in Chapter Five say: The political status in Jerusalem, as one of the most complicated issues in achieving peace, is resolving the political status of Jerusalem,

-        Before 1967, divided Jerusalem was a major source of tension in the region, with Jordanian and Israeli forces separated by barbed wire, and Israeli residents in Jerusalem often threatened by sniper fire.!!

-        Dividing Jerusalem conflicts with the policy statement of the United States Embassy in Jerusalem Act of 1995. All previous presidents who participated in the peace process agreed that Jerusalem should not be divided again.!!

-        On December 6, 2017, on behalf of the United States of America, President Trump recognized Jerusalem as the capital of Israel. The President also explained that the precise boundaries of Israeli sovereignty in Jerusalem would be subject to final status negotiations between the parties.

-        We believe that returning to a divided Jerusalem, especially the presence of two separate security forces in one of the most sensitive areas on earth, would be a grave mistake!!

-        While physical division of the city should be avoided, there is currently a security barrier that extends beyond the municipal boundaries that already separates the adjacent Arab neighborhoods (i.e., Kafr 'Aqab and the eastern part of Shuafat) in Jerusalem from the rest of the city’s neighborhoods.!!

-        This physical barrier should remain in place, and should serve as the boundary between the capitals of the two parties.!!
- Jerusalem will remain the capital of the State of Israel and under its sovereignty, and the city should remain undivided.
- The capital of the State of Palestine should be in a part of East Jerusalem located in all eastern and northern areas that contain a security barrier, including Kafr 'Aqab, the eastern part of Shuafat, and Abu Dis, and it may be named Jerusalem, or any other name as determined by the State of Palestine.!!!
- This vision would allow Arab residents in the capital of Israel, Jerusalem, behind the 1949 armistice line but inside the area containing the security barrier, to choose one of three options

-        To become citizens of the State of Israel, or to become citizens of the State of Palestine, or to retain their status as permanent residents of Israel.!!!!

-        Over the years, some Arab residents in these areas (about 6%) chose to become Israeli citizens, and the option should remain available to Arab residents of these areas in the future!!
- Other Arab residents in these areas may wish to hold a Palestinian political identity by choosing to become citizens of the State of Palestine, and that option should be available to them as well..!! Many Arab residents in these areas may wish to maintain a political identity separate from Israel or Palestine, which allows them to take pride in their unique identity and history; this option should remain available to them.!!

·       Privileges and Benefits and Obligations

-        The privileges and benefits and obligations of the Arab residents in these areas who choose to remain in their status as permanent residents in Israel..should remain as they are...
- The privileges and benefits and obligations of the Arab residents in these areas who choose to become citizens of the State of Palestine will be subject to the laws of the State of Palestine and the State of Israel as appropriate

-        The privileges of the residents in these areas who choose to become citizens of the State of Israel, they will have the full privileges and benefits and obligations of Israeli citizens.

-        As for the residents in these areas who are today Israeli citizens, their privileges will remain as they are today...

·       Special Tourist Area

-        Israel must allow the State of Palestine to develop a special tourist area in Atarot, in a specific area agreed upon between the two sides

-        We view this area as a world-class tourist area, which should support Islamic tourism in JERUSALEM and its holy sites, and that it will become a thriving tourist center, enjoying a modern public transportation network; it will provide tourists access to and from the holy sites. To support this project, the Economic Development Program will fund the establishment of restaurants, shops, hotels, cultural centers, and other facilitation measures in the area..

-        Means of access to the sacred Islamic sites should be developed and permanently maintained. The details of this area, including but not limited to taxes and zoning, are subject to negotiations between the parties.

-        Tourism matters related to the Old City in Jerusalem

-        And without limiting Israel’s sovereignty, and during negotiations on the Israeli-Palestinian peace agreement, and within Israel’s security requirements, the parties will do the following:

1-   Negotiate to find a way to define the nature of the permits for Palestinian tourist guides who will conduct tours in the Old City of Jerusalem, as well as other Christian and Islamic holy areas located in Jerusalem.

2-   Establish a joint authority named "Jerusalem / ירושלים for Tourism Development, (JTDA), which will work to market Jewish, Islamic and Christian tourism in the States of Israel and Palestine

3-    Israel will establish a mechanism to transfer part of the tax revenues arising from increased tourism in the Old City of Jerusalem to the joint tourism authority to be created, for reinvestment by that authority in the Old City of Jerusalem..

4-    This joint tourism authority will work with the Hashemite Kingdom of Jordan to market regional tourism in the area.

·       Recognition of Capitals

-        They should be recognized internationally as the capital of the State of Israel, and Jerusalem (or any name the State of Palestine chooses as the name of its capital) should be recognized internationally as the capital of the State of Palestine..

-        No party shall encourage or support efforts by other states or individuals to deny the legitimate rights of any party in its sovereignty over its capital...

-        The mayors or municipal secretaries of the two capitals of the countries Israel and Palestine will use methods of voluntary consultation and cooperation on a regular basis on matters of mutual interest concerning their capitals...for their municipalities

-        The United States Embassy in the State of Israel will remain in Jerusalem, and after the signing of the Israeli-Palestinian peace agreement, the United States will open an embassy in the State of Palestine in Jerusalem, at a location to be chosen by the United States in agreement with the State of Palestine.

-        The United States will recognize the State of Israel and the State of Palestine with their capitals, and will encourage other countries to move their embassies to Jerusalem and the (Arabic) al-Quds..as appropriate.\
