· Episode No. 22
· As a continuation of the brief translation of the texts of Chapter Two of the economic framework for the Deal of the Century: Empowering the Palestinian People in the West Bank and Gaza Strip
· Empowering the Palestinian people
- The greatest resource of any nation is its people. The second initiative of the Peace for Prosperity plan will unleash the tremendous potential of the Palestinian people by empowering them to pursue their goals and ambitions. This part of the vision will support the Palestinian people through four core programs, whose broad objectives we outline.
-
Strengthen development of Palestinian human capital in the West Bank and Gaza Strip
- Establish a new Palestinian university with a ranking so as not to be less than 150 in the world
- Increase women’s labor force participation from 20% to 35%.
- Reduce the child mortality rate from 18 to 9 per 1,000 people...
- Increase life expectancy from 74 years to 80 years!!
- The four programs: To empower the Palestinian people in the West Bank and Gaza Strip are as follows:
· Program One will work to enhance the quality of the education system in the West Bank and Gaza Strip and ensure that no Palestinian is deprived of appropriate educational opportunities. This program will support the development and training of Palestinian teachers while expanding access to educational opportunities for underserved communities and demographics. Other projects will help encourage educational reform and innovation. By providing financial incentives to support the development of improved academic standards and curricula, this program will help transform the West Bank and Gaza Strip into a center of educational excellence.
· Program Two will strengthen workforce development programs, reduce unemployment rates, and increase occupational mobility for the Palestinian workforce. By supporting apprenticeships, vocational guidance, and employment services, this program will help ensure that Palestinian youth are fully prepared to enter the labor market and achieve their career goals. Additional projects will help working employees receive the training they need to upgrade their skills or change careers. Ultimately, this program will ensure that all Palestinians have the tools they need to compete in the global economy and fully benefit from the opportunities this vision provides.
· Program Three will provide new resources and incentives to transform the healthcare sector, ensuring that the Palestinian people receive the care they need within the West Bank and Gaza Strip. This program will rapidly increase the capacity of Palestinian hospitals by ensuring they receive supplies, medicines, vaccines, and equipment to provide high-quality care and protection from health emergencies. Other funds will help improve services and standards in Palestinian healthcare facilities. Through targeted investments in new facilities, educational opportunities for current and aspiring healthcare workers, and public awareness campaigns to improve preventive care, this program will significantly improve health outcomes across the West Bank and Gaza Strip.
· Program Four will support projects that work to improve quality of life for the Palestinian people. From investments in new cultural institutions to financial support for Palestinian artists and musicians, this program will help the next generation of Palestinians explore their creative capacities and hone their talents. It will also support improvements to municipal services and the development of new public spaces across the West Bank and Gaza Strip. These developments will help transform the West Bank and Gaza Strip into a cultural and recreational hub benefiting all Palestinians.
· Program One: Strengthening and supporting Palestinians by enhancing the quality of education in the West Bank and Gaza Strip
· Education quality: Seven projects will be implemented in this sector with a total amount of $645 million as a grant
· From Birzeit to Bethlehem, there are strong academic programs in the West Bank and Gaza Strip to educate Palestinians, yet the quality of education varies greatly between institutions. This project will work to enhance the quality and consistency of education throughout the West Bank and Gaza Strip by focusing on educational outcomes. It will also provide financial incentives for Palestinian public and private academic institutions to meet certain standards, such as raising standards, improving curricula, and increasing post-graduation employment rates. In addition, expanding pre-service and in-service teacher training opportunities will help ensure Palestinian teachers have the tools they need to help the next generation of Palestinians achieve their full potential.
· Finally, this project will also set financial awards to recognize the achievements of Palestinian teachers and educational administrators who have demonstrated success according to the adopted standards and metrics.
· Engagement in education:
- While Palestinians are among the highest graduation rates in the region, many Palestinian schools are over capacity, with far too few teachers and classrooms to support their students. To ensure all Palestinians receive a good education, priority will be given to expanding early childhood, primary, and secondary school capacity, with a focus on supporting schools operating in underserved communities. This project will enable schools to expand their infrastructure and hire new teachers. To improve higher education, this project will support the establishment of a new university in the West Bank and Gaza Strip. Modeled on successful initiatives in the United Arab Emirates and Qatar, this new historic institution will give Palestinian students direct access to a major international institution without leaving home.
-
Four projects will be created regarding access to education with amounts totaling $850 million, of which $600 million as grants, and $250 million as loans.., and a project to establish a distinguished university worth $500 million of this amount $250 million as a grant, and $250 million as loans.. and implementation over 5 years... and it was planned for this university’s ranking to be number 150 in the world.
• Enhance educational capacity:
- Like many students around the world, Palestinian youth often face financial constraints that limit their educational opportunities. This project will reduce the financial burden on Palestinian students by expanding resources available to finance their education. The Peace for Prosperity vision will support a scholarship program through which colleges and universities from around the world will be encouraged to offer full and partial scholarships to Palestinian students to study abroad and obtain a global education. Technical assistance will be provided to Palestinian banks to support responsible student loans, which will provide Palestinians options to complete their scholarships and enroll in a high-quality academic program. After graduation, these students are expected to return home, as is customary in other countries with similar programs, to become a core part of the next generation of leaders in the West Bank and Gaza Strip. There will be two dedicated education projects amounting to $400 million in grants... To prepare Palestinian students to join the twenty-first-century workforce, this project envisions building and developing a new leading liberal arts and sciences university in the West Bank and Gaza Strip. The project will include inputs from Palestinian academic leaders to build facilities that use the latest technologies to deliver a high-quality higher education. Senior faculty and administrators will be appointed to influence the lives of Palestinians eager to learn and succeed academically. This project will also develop partnerships between the new university and higher institutions abroad, which will stimulate academic exchange and distance-learning programs for Palestinian students and teachers. A separate program for tuition costs will help ensure this university remains accessible to the general Palestinian public.
- Program Two: Empowering the Palestinian people by strengthening and developing their workforce
· Youth and women
- Two projects will be established for this sector with an amount of $20 million as a grant...
- Whether you are a recent graduate in technology or an education expert with 20 years of experience, building a brighter future in the West Bank and Gaza Strip requires contributions from all Palestinians.
- Unfortunately, Palestinians currently suffer from the highest youth unemployment rates in the world. And in the same vein, although Palestinian women attain higher levels of educational achievement compared with Palestinian men, Palestinian women constitute only a small proportion of the Palestinian workforce.
- By providing the Palestinian public sector with policy advice on best practices, encouraging private-sector attention to this issue, and bolstering a comprehensive strategy for empowering youth and women, more women and youth will join the Palestinian workforce. And when youth and women become entrepreneurs and business owners, and can access capital and learn the skills necessary for success. This project will increase youth and women’s employment rates by providing them with career guidance, specialized training, and employment services in a concentrated effort to place them in high-wage, high-growth occupations.
· Engineering in Technology and Mathematics: 2 projects will be established for this sector at a cost of $100 million, of which $50 million is a grant, and $50 million is investor funds..
- For centuries, the Arab world was the global center of science and mathematics. But in the modern era, neither the West Bank nor the Gaza Strip kept pace with such developments in these fields. Peace for Prosperity will support the Palestinian scientific community by providing research and employment opportunities in the West Bank and Gaza Strip. This program will sponsor research and development partnerships between Palestinian and international companies and global research institutions, while also encouraging international companies to partner with Palestinians in developing new commercial technologies and scientific research. These efforts should create numerous opportunities for Palestinian students in Science, Technology, Engineering, and Mathematics (STEM).
· Technical and Vocational Education
- Beginning with students who graduate without training and the skills to perform the jobs that companies need, to employers who seek well-trained employees ready for the workforce, there is a need for better technical and vocational education in the West Bank and Gaza. Relying on successful models like those deployed in Germany and Sweden, and using community college tools and distance learning programs, this project expands the overall capacity for enrollment in technical and vocational institutions and designs educational training to improve marketability and students’ employability. This project also supports the development of new partnerships between these institutions and Palestinian companies to ensure that students leaving school have knowledge closely relevant to the workplace, a better understanding of employers’ expectations, and a higher likelihood of success in entering the labor market.
· Out-of-Work and On-the-Job Training
- The Peace for Prosperity plan seeks to expand on-the-job training opportunities and pre-graduation work experience for Palestinian students, with particular focus on the fields of science, technology, and innovation. By partnering with the Palestinian public sector, the private sector, and non-profit organizations to develop new internship and vocational training programs for Palestinian students, this program will help Palestinian students gain practical experience, identify gaps in their skill sets, and adjust curricula accordingly. The objective of this project is to ensure that all Palestinians enrolled in universities and vocational schools have opportunities for internships or training at an institution aligned with their career goals, thereby increasing the chances of developing and securing the skills needed for future and remunerative post-graduation employment.
· Workforce Training
- To improve productivity and career mobility, employed Palestinians need access to training and educational opportunities that will help them develop new skills and advance their careers. This project will provide financial incentives to private-sector companies to develop training centers for their employees. These new facilities will be established inside industrial zones, which will be areas within the West Bank and Gaza Strip designed to encourage investment and employment through preferential tax treatment. This project will also support Palestinians seeking to change careers by offering scholarships and grants to enable them to pursue new training and educational opportunities at Palestinian universities and vocational schools.
