·       Translation of Chapter Twenty-Two, from the Political Framework

-        What did the texts of Chapter — Section — Twenty-Two on the subject of: Conduct of the parties during negotiations, say? The texts state:

-        We hope that both parties seize the opportunity, adopt this vision and begin negotiations. During the negotiations, the parties must act in a manner consistent with this vision, and in a way that prepares their peoples for peace. During the peace negotiations, the two parties are expected to do the following:

·       State of Israel

-        In areas of the West Bank that this vision does not consider part of the State of Israel, Israel will not do the following

-        Build any new settlement towns

-        Or expand existing settlements\

-        Or put forward advance construction plans in those areas;

-        Expand any of the Israeli enclaves referred to in Section 4 or advance plans to expand those enclaves in those areas beyond their current status;

-        Demolish any existing structure as of the date of this vision and secure the legislative and/or legal decisions necessary to ensure that outcome. This suspension does not prevent the demolition of any illegal construction where such construction began after the issuance of this vision. This suspension does not apply to the demolition of any structure that poses a safety risk, as determined by the State of Israel, or punitive demolitions that follow acts of terrorism.
 In the Palestinian enclaves referred to in Section 4, the current legal status will prevail and the State of Israel will enable the development of those Palestinian communities within their current scope.

·       The Palestine Liberation Organization (PLO) and the Palestinian Authority:

-     Refrain from any attempt to join any international organization without the consent of the State of Israel;
 Not take any action, and suspend all pending actions, against the State of Israel and the United States and any of their citizens before the International Criminal Court and the International Court of Justice and all other courts;
 Not take any action against any Israeli citizen or American citizen through Interpol or any non-Israeli or non-American legal system (as applicable)

-        Take all necessary measures to immediately end payments of salaries to terrorists serving sentences in Israeli prisons, as well as to the families of deceased terrorists, and to develop humanitarian/welfare programs to provide required services and support to Palestinians in need that are not based on committing terrorist acts. The goal of this is to change the applicable laws, in line with United States laws,
 and to stop entirely the payments to prisoners and martyrs at the time of signing the Israeli-Palestinian peace agreement and to further develop the institutions necessary for self-governance.

·        The United States

-    To the extent permitted by law, the United States shall
 Allow the reopening of the Palestine Liberation Organization (PLO) General Delegation office;
 Open a liaison mission for the Palestinian Authority in a suitable location within the territories allocated to the State of Palestine, as determined by the United States;

-        Take appropriate steps to resume U.S. assistance to the West Bank and the Gaza Strip, to a reasonable and appropriate degree, in consultation with the U.S. Congress;

-        And work with the international community to support new initiatives for the Palestinian people including programs to improve electricity and water delivery, facilitate the movement of goods, and help create employment opportunities.
