- I present below the continuation of the summary of Chapter Four (Section Four) of Part One of the political framework from the summary of the texts of the Deal of the Century
- What do the texts of the Deal of the Century...2020 say on the following topics: borders... (Chapter Four) of the political framework: they say in Chapter Three:
- No, the conflict has become old, and the debate within it has become worn and torn, and the parties have failed to achieve peace. At this point, only a comprehensive answer to the critical issues has the ability to motivate the parties to end this difficult-looking conflict. Both parties must make large and difficult concessions to achieve greater gains.
- Implementation of the peace agreement that we hope will be negotiated on the basis of this vision through legally binding accords and agreements ("the Palestinian-Israeli Peace Agreement")
- The United States also hopes that Arab states in the region that have not yet made peace with the State of Israel will immediately begin normalizing relations with Israel and ultimately negotiate peace agreements with Israel.
-
Each appendix attached to this vision is an integral part of this vision
What the texts of Chapter Four say:
- An illustrative map ("the Illustrative Map") is attached based on the guidelines specified in this vision. The Illustrative Map is designed to demonstrate the feasibility of redrawing borders in accordance with United Nations Security Council Resolution 242, and in a manner that:
- Meets Israel's security requirements; and provides Palestinians with significant regional expansion; takes into account Israel's correct legal and historical claims !!!;
- Avoids forced transfers of Arab or Jewish populations !!;
-
Enhances mobility for both Israelis and Palestinians within their state;
Provides practical transportation solutions to meet the needs of the Israeli and Palestinian enclaves described below;
Enhances commercial continuity and economic independence of the State of Palestine,
Provides a potential significant expansion in Gaza to promote its development and success.
And facilitates the integration of the State of Palestine into the regional and global economy.
Israel and the United States do not believe that Israel is legally obligated to provide the Palestinians with one hundred percent (100%) of the pre-1967 territory (a belief consistent with United Nations Security Council Resolution 242).!! This vision is a fair compromise, and hopes for the establishment of a Palestinian state that includes land reasonably comparable in size in the West Bank and Gaza Strip pre-1967!!
This vision also contemplates a Palestinian state that increases ease of travel within the State of Palestine through modern infrastructure solutions consisting of bridges, roads, and tunnels, providing significant benefits beyond the borders of the State of Palestine. For example, the Palestinians would benefit from a high-speed transport route enabling efficient movement between the West Bank and the Gaza Strip, across or under the sovereign territory of the State of Israel. This crossing, which did not exist before 1967 !!, will greatly enhance the value of the Israeli-Palestinian peace agreement for Palestinians, and will be designed to be part of a new regional infrastructure linking Palestinians and Israelis to the broader Middle East, as described below.
- Moreover, until the State of Palestine develops its own port (as shown below) –on the map–, the State of Palestine will benefit from private access to certain facilities at the ports of Haifa and Ashdod in Israel, with an efficient means for exporting and importing goods to and from the State of Palestine without compromising Israel's security.!!
- The State of Israel will benefit from secure, recognized borders. It will not have to uproot any settlements, and it will absorb the vast majority of Israeli settlements into contiguous Israeli territory. Israeli enclaves located inside adjacent Palestinian territory will become part of the State of Israel and will be connected by an efficient transportation system
-
The United States designed the Illustrative Map to include the following features:
Approximately 97% of Israelis in the West Bank will be integrated into contiguous Israeli territory,
Approximately 97% of Palestinians in the West Bank will be integrated into contiguous Palestinian territory.
Land swaps will provide the State of Palestine with land reasonably comparable in size to the West Bank and Gaza Strip pre-1967!!
- Palestinian residents who are located in enclaves that remain within the contiguous Israeli territory yet are part of the State of Palestine must become citizens of the State of Palestine, and will have the option to remain in place unless they choose otherwise.!! They will have access roads linking them to the State of Palestine. They will be subject to Palestinian civil administration, including zoning and planning, within the Palestinian areas. They will not be discriminated against and will have appropriate security protection.!! These enclaves and access roads will be subject to Israeli security responsibility!!
- Israeli residents who are located in enclaves that remain within the contiguous Palestinian territory yet are part of the State of Israel will have the option to remain in place unless they choose otherwise!!, retaining their existing Israeli citizenship. They will have access roads linking them to the State of Israel. They will be subject to Israeli civil administration, including zoning and planning, within the Palestinian areas. They will not be discriminated against and will have appropriate security protection. These enclaves and access roads will be subject to Israeli security responsibility.!!
-
The Jordan Valley, which is critical to Israel's national security, will be under Israeli sovereignty. Despite this sovereignty, Israel must work with the Palestinian government to negotiate an agreement allowing existing agricultural projects that are controlled or managed by Palestinians to continue without interruption or discrimination, under appropriate licenses or lease contracts granted by the State of Israel!!
For more than a decade, Gaza has been governed by Hamas, a terrorist organization responsible for killing and maiming thousands of Israelis. Rather than dedicating itself to improving the lives of Gaza's residents, Hamas, Islamic Jihad, and other terrorist organizations have dedicated themselves to destroying Israel. At the same time, they have brutally repressed Palestinians and diverted hundreds of millions of dollars intended to improve Palestinians' lives into fueling a war machine of thousands of rockets and mortars, scores of terror tunnels, and other lethal capabilities. As a result of Hamas's terrorism and its bad governance.
- The people of the Gaza Strip suffer from massive unemployment, widespread poverty, acute shortages of electricity and potable water, and other problems that threaten to create a wholesale humanitarian crisis. This vision aims to give Palestinians in the Gaza Strip a prosperous future. It provides for the possible allocation to Palestinians of Israeli land near the Gaza Strip (as shown in the Illustrative Map) where infrastructure could be built quickly to meet urgent humanitarian needs in Gaza, and which would ultimately enable the construction of prosperous Palestinian cities and towns that would help the people of Gaza thrive!!
- Significant improvements for the people in the Gaza Strip will not occur until a ceasefire with Israel is achieved, Gaza is fully demilitarized, and a governance structure is in place that allows the international community to place new funds safely and comfortably into investments that will not be destroyed in the foreseeable future by conflict!!
- The State of Israel will retain sovereignty over its territorial waters, which are vital to Israel's security and provide stability in the region.!!
- Land swaps provided by the State of Israel may include both populated and unpopulated areas
- The communities of the Triangle consist of Kafr Qara, Arraba, Baqa al-Gharbiyye, Umm al-Fahm, Qalansuwa, Tayibe, Kafr Qasim, Tayibe (al-Taybeh), Kafr Bara, and Jaljulia. These communities, largely identified as Palestinian, were originally designated to fall under Jordanian control during the 1949 Armistice Line negotiations, but Israel ultimately retained them for military reasons!! They have since been eased. The vision considers the possibility of redrawing Israel's borders !!, according to an agreement of the parties, so that the Triangle communities become part of the State of Palestine. In such an agreement, the civil rights of the residents of the Triangle communities would be subject to the laws and judicial authorities in the competent bodies!!
- Outside the borders of the Palestinian state, the State of Palestine will have high-speed transport routes (such as a West Bank / Gaza connection), and until the State of Palestine develops its own port, access to two specified port facilities in the State of Israel.
- Two roads will be built to provide access for the State of Palestine, which will be subject to Israeli security requirements. These roads will enable Palestinians to cross the Jordan Valley to the border crossing with the Hashemite Kingdom of Jordan, thereby facilitating travel of Palestinians to and from the Hashemite Kingdom of Jordan and beyond, and will be subject to the immigration rules of the State of Palestine, permitting Jordanians and others from the region to enter the State of Palestine
First-class infrastructure solutions (including tunnels and bridges) will be built to increase unobstructed movement throughout the states and between the states and their respective enclaves!!
The security barrier !! will be reset to align with the new borders.
- New, modern and efficient border crossings will be built.
- The drawing of the borders will be according to the conceptual map without affecting individual property claims or ownership rights traditionally litigated in the Israeli judicial system!!
- The parties must respect and uphold freedom of access to all religious sites for all religions in both states. The State of Israel and the State of Palestine should enter into an access agreement to ensure freedom of access to the rights of prayer at all religious sites within the State of Palestine and the State of Israel. A list of these holy places should be compiled during the negotiations between the parties
- This vision envisages establishing an international fund ("the International Fund") to develop land-swap areas allocated to the State of Palestine, as well as all infrastructure improvements and all security measures provided for in the Israeli-Palestinian peace agreement, including port facilities, roads, bridges, tunnels, fences, overpasses, railways, border crossings and the like. Neither the State of Israel nor the State of Palestine is expected to absorb the cost of these improvements and measures
