·       Episode No. 18

·       Translation of Chapter Twenty-Two, from the Political Framework - Part One  , Economic Signals and Incentives.... (Peace for Prosperity)

-    Some provisions state economic signals regarding the Deal of the Century (Trump Vision2020):
- In the introductory clause of the first section of the political framework, the vision texts also referred to economic signals within the political framework of the vision, and the texts said::

-        Contained in the clause on INTERNATIONAL ASSISTANCE, Section / Chapter Two.. in the political framework, is what refers to the economy, and the text says:

-        Countries that have donated funds to the Palestinians over the course of the conflict all face significant other challenges and needs and want to ensure that aid to the Palestinians is spent wisely and productively over time. Accordingly, this vision has been developed to reduce, over time, the Palestinians' dependence on assistance from the international community. The goal of an Israeli-Palestinian peace agreement is a prosperous Palestinian economy and a viable state

·       "An Economic Vision for a Prosperous Future"

-        We have developed a detailed economic vision of what the Palestinians' future could look like if there is peace. There was a mistaken idea that the lack of opportunities for the Palestinian people is Israel's sole responsibility. Solving final status problems, in the manner set forth in this vision, will create the conditions necessary to begin investment flows into the region.

-        We estimate that the combination of this political solution and the economic vision for investments and government reforms that we have laid out will produce historic economic growth. We also estimate that the Palestinian gross domestic product, which has been stagnant, could double within 10 years, provide more than one million new jobs, reduce the unemployment rate to under 10 percent, and cut the poverty rate by 50 percent.
- This plan is ready for implementation in the event peace is achieved on terms consistent with this vision.!!

-        As stated in one of the sections of the political framework... what refers to the economy is as follows

-        The main fault line in the Middle East today is between some leaders who want to create economic opportunity and better lives for their peoples, and those who exploit religion and ideology to incite conflict and create excuses for their failures. This vision aims to respect ideology, religious beliefs, and historical claims!!, but it primarily focuses on placing the people's interests and aspirations first.!!

-        As stated in one of the sections of the vision’s provisions – the Deal of the Century – what refers to the economy linked to the political framework said:

-        The Jordan Valley, which is critical to Israel’s national security, will be under Israeli sovereignty.!! But notwithstanding that sovereignty, Israel must work with the Palestinian government to negotiate an agreement under which the existing agricultural projects controlled by Palestinians continue without interruption or discrimination, pursuant to appropriate licenses or lease agreements granted by the State of Israel.!!

-        No major improvements for the people of Gaza will occur until a ceasefire with Israel is in place, Gaza is fully demilitarized, and a governance structure allows the international community to place new funds safely and confidently into investments that will not be destroyed in the foreseeable future of conflicts.!!
• This vision contemplates establishing an international fund ("the International Fund") to develop the land-swap areas allocated to the State of Palestine, as well as all infrastructure improvements and all security measures set forth in the Israeli-Palestinian peace agreement, including port facilities, roads, bridges, tunnels, fences, overpasses, railways, border crossings and the like

-        Neither the State of Israel nor the State of Palestine is expected to bear the cost of these improvements and measures!!

-        The economy was also referenced in one of the provisions of the political framework concerning the Old City of Jerusalem, where one text on tourism in the Old City of Jerusalem said:

-        Without prejudice to the sovereignty of the State of Israel, in negotiations on the Israeli-Palestinian peace agreement, and subject to the security requirements of the State of Israel, the parties shall:
• Negotiate a mechanism by which licenses are provided to Palestinian tour guides to operate tours in the Old City of Jerusalem as well as at Christian and Islamic holy sites in other parts of Jerusalem

-        Negotiate a mechanism by which licenses are provided to Palestinian tour guides to operate tours in the Old City of Jerusalem as well as at Christian and Islamic holy sites in other parts of Jerusalem
• Establish a Joint Authority for the Development of Jerusalem that will work to encourage Jewish, Islamic, and Christian tourism in both the State of Israel and the State of Palestine. Israel will establish a mechanism by which a portion of increased tourism tax revenues in the Old City of Jerusalem will be allocated to this Authority for further reinvestment in tourism in the Old City of Jerusalem. The proposed Authority will also work with the Hashemite Kingdom of Jordan to promote regional tourism.!!

-        Five years after signing the Israeli-Palestinian peace agreement and the full satisfaction of Gaza criteria, the State of Palestine shall have the right, subject to Israel satisfying its security and environmental requirements, to create an artificial island off the coast of Gaza to develop a port to serve Gaza ("Gaza Port"), as well as an airstrip for small aircraft. The details of this (or alternative sites for Gaza Port and the small airport) shall be determined during negotiations. At that time, if Gaza Port is developed, the State of Palestine will no longer have rights to use designated port facilities in (1) Haifa and Ashdod, unless the State of Israel agrees, and (2) Aqaba, unless the Hashemite Kingdom of Jordan agrees

-        Israel will allow the State of Palestine to develop a resort area on the northern Dead Sea shoreline without prejudice to Israeli sovereignty at that site, including, by way of example and not limitation, Israeli sovereignty over the shoreline. The existence of a Palestinian resort area along the Dead Sea coast will not alter the allocation arrangements between the Hashemite Kingdom of Jordan and the State of Israel for natural resources in the Dead Sea.!!

-        Israel and the State of Palestine will construct a road that allows Palestinians to travel from the State of Palestine to this resort area, taking Israeli security considerations into account. The parties acknowledge reciprocal water rights and agree to an equitable sharing of existing cross-border water sources and cooperation to provide additional sources through current and emerging technologies. Shared aquifers will be managed for sustainable use to prevent harm to groundwater quality or damage to aquifers through over-extraction. Hydrological and climatic conditions, among other factors, will be considered when managing extraction. The parties will prioritize investment in desalination and other emerging technologies to produce substantial additional quantities of water!!

-        As stated in Section / Chapter Nineteen of the political framework of the vision, some economic references appear, and these texts say:

-        Economic relations between the State of Israel and its neighbors should be expanded in ways that serve the interests of all parties, especially given Arab states' interest in moving from fuel-based economies to infrastructure- and new-technology-based economies. By integrating their transportation infrastructure, the countries can become a global hub for the transit of goods and services from Asia to Africa and Europe. This integration between Israel, the State of Palestine, and the Hashemite Kingdom of Jordan will allow the three countries to work together to help transport goods from Europe to the Persian Gulf and vice versa.

-        Israel and the Arab states, including the State of Palestine, should establish strong economic partnerships and trade agreements. There should be a particular focus on substantially improving the economic and tourism sectors of the State of Palestine, the Hashemite Kingdom of Jordan, and the Arab Republic of Egypt!!
