- What did the texts of Chapter – Section – Fifteen concerning the subject of the prisoners narrate in Trump’s vision (the Deal of the Century)?
- The Israeli-Palestinian peace agreement provides for the release of Palestinian prisoners and administrative detainees held in Israeli prisons, except for the following: (1) those convicted of murder or attempted murder, (2) those convicted of conspiring to commit murder (including murder in every case of killing by terrorism), and (3) Israeli citizens.
- The prisoners will be released (except as specified in items (1), (2) and (3) above) in two stages to allow for their orderly transfer and return to their places. All prisoners who are released will become citizens of the State of Palestine. To avoid doubt and confusion, prisoners described in items (1), (2) and (3) above will not be released under the terms of the Israeli-Palestinian peace agreement.!!
- The first stage, which will follow immediately after the signing of the Israeli-Palestinian peace agreement, will include juveniles, women, prisoners over the age of 50, prisoners who are in medical condition, and those who have served more than two-thirds of their sentence.
- The parties will agree on the timing of the second stage, which will include the remaining prisoners who meet the release conditions and who have served more than half of their sentence.!!
- Any release of additional prisoners will depend on Israel’s approval!!
- As part of the prisoners’ agreement, the State of Israel will agree to grant amnesty to those Palestinians who committed offenses prior to the signing of the Israeli-Palestinian peace agreement, who reside outside the State of Palestine, and whose entry into the State of Palestine is approved under the Israeli-Palestinian peace agreement. Notwithstanding the foregoing, no amnesty will be granted to any Palestinian described in items (1), (2) or (3) above, and those individuals will not be permitted to enter the State of Palestine.!!
-
Each released prisoner will be required to sign an undertaking to promote the benefits of coexistence between Israelis and Palestinians within their community, and to conduct themselves within the framework of the aforementioned concept of coexistence.
Prisoners who refuse to sign this undertaking will remain imprisoned.!!
Each released prisoner shall have the right to apply for asylum in a third country. !!
- Moreover, no Palestinian prisoners or administrative detainees will be released under this Section/Chapter above unless all Israeli prisoners and remains are returned to the State of Israel.!
