· Chapter Seven : Security
- Below I provide a translation of the texts of Chapter Seven (Section Seven) of Part One of the political framework from the summary texts of the Deal of the Century..
-
The texts of the vision clauses on security in Chapter Seven say the following:
Note: the translation of Trump’s economic vision was postponed to subsequent episodes to be appended to the beginning of the economic framework, and no commentary was made on the translation of the texts because they explain themselves, and because, in fact, they left no room for doubt that this vision is a new colonialism ... that strips you not only of weapons, but of history and geography and concepts and culture, and forces you to think within its umbrella ... at a time when it has become clear to us that everyone is complicit—from the gate to the pulpit—and everyone is submissive except for a few... and the one whose turn on the illustrative map of the new Middle East has not yet come. Led by the Zionist movement and its agents.. and keep your eyes on the observer!!!
- The texts of Chapter Seven state::::
- This vision was designed to enable Israelis and Palestinians to live in peace and to reduce the threat of terrorism
-
It is not realistic to expect the State of Israel to make security concessions that could endanger the lives of its citizens.
Annex 2A provides a general outline of some of the acute security challenges facing the State of Israel. The aim of this vision is to enable the parties to confront those security challenges and to enable the State of Palestine to assume as much of its security responsibilities as soon as possible throughout the State of Palestine.
This vision considers facilitating close security coordination between the State of Israel and the State of Palestine, along with the Hashemite Kingdom of Jordan and the Arab Republic of Egypt. This section identifies the most realistic path to achieve that objective. If the appropriate level of security coordination cannot be achieved, Israel’s security is nevertheless protected under this vision.
- Each country spends a large sum of money on defending itself against external threats. The State of Palestine will not bear such costs, because the State of Israel will assume them. This is a great benefit to the economy of the State of Palestine because the money that would be spent on defense can instead be directed toward health care, education, infrastructure, and other matters to improve the welfare of Palestinians.
- Upon signing the Israeli-Palestinian peace agreement, the State of Israel will retain absolute security responsibility for the State of Palestine, with the prospect that the Palestinians will be responsible for as much of their internal security as possible, in accordance with the provisions of this vision.
- The State of Israel will work diligently to reduce its security footprint in the State of Palestine according to the principle that the larger the State of Palestine becomes, the less Israel will have to do. Israel and the Hashemite Kingdom of Jordan will discuss the extent to which the Hashemite Kingdom of Jordan, if at all, can assist Israel and the State of Palestine with regard to security in the State of Palestine.
- The Palestinian security performance standards ("Security Standards") are generally set forth in Annex 2B. As the State of Palestine meets and maintains the security standards, Israel’s involvement in security inside the State of Palestine will diminish. Both Israelis and Palestinians have a shared interest in maximizing Palestinian capacity as quickly as possible. The United States and Israel will continue their work to strengthen the capabilities of the PASF (قوات الامن -السلطه الفلسطينيه Palestinian Authority Security Forces).
- The State of Israel will increase joint cooperation with the PASF to help build its capabilities to prevent terrorism. Achieving this objective in a way that enhances the security of both countries will require the following:
· The State of Palestine will be completely and permanently disarmed, as set forth in Annex 2C.
- The State of Palestine will have security forces capable of maintaining internal security and preventing terrorist attacks within the State of Palestine and against the State of Israel, the Hashemite Kingdom of Jordan, and the Arab Republic of Egypt. The mission of the security forces in the State of Palestine will be public order, law enforcement, and counterterrorism (working with the State of Israel, the Hashemite Kingdom of Jordan, and the Arab Republic of Egypt as described below), border security (working with the State of Israel and the Hashemite Kingdom of Jordan and the Arab Republic of Egypt, as appropriate, and as described below), protection of government officials and foreign dignitaries, and disaster response. These specific capabilities (1) must not (a) violate the principle that the State of Palestine in all its territories, including Gaza, will be and remain completely disarmed or (b) diminish Israel’s predominant security responsibility; and (2) will be agreed upon by the State of Palestine and the State of Israel.
- The intent of this security protocol is to continue unless and until there is a different agreement between the State of Israel and the State of Palestine.
- For many years, the United States has supported the Palestinian Authority’s counterterrorism efforts. This partnership has established a foundation of trust that this vision hopes to build upon. This vision is based on the belief and expectation that the State of Palestine will continue those efforts and work to enhance them. Once Israel determines that the State of Palestine has demonstrated a clear intent and a sustained capability to fight terrorism, a pilot program will be launched in a part of the West Bank of the State of Palestine, identified by Israel, to determine whether the State of Palestine can meet the security standards. If the State of Palestine succeeds in maintaining the security standards in the designated pilot area, the pilot program will be expanded to include other areas within the State of Palestine as well.!!
- The United States will assist in supporting the State of Palestine to meet and maintain the security standards. During negotiations, the parties, in consultation with the United States, will attempt to establish preliminary metrics regarding the initial pilot area that are acceptable to Israel, and that are no less than the metrics used by the Hashemite Kingdom of Jordan or the Arab Republic of Egypt (whichever is more stringent) regarding security standards. Given the evolving nature of security threats, the metrics are intended as guidance and will not be binding. However, setting such non-binding metrics takes into account the minimum regional standards and will allow the State of Palestine to better understand the baseline objectives that are expected to be achieved.
- If the State of Palestine fails to meet all or any of the Security Standards at any time, Israel will have the right to reverse the process described above. Israel’s security operations will increase in all or parts of the State of Palestine, as a result of Israel designing for its expanded security needs and the time required to address them.
- Under the new reality of peace, the parties will enhance their bilateral security coordination to maintain peace and stability and to ensure the smooth implementation of the Israeli-Palestinian peace agreement. As a complementary measure to bilateral security coordination, a Review Committee will be established consisting of security representatives appointed by the State of Israel, the State of Palestine, and the United States. The United States representative will be approved by Israel and the State of Palestine. The Review Committee, which will meet every 6 months, will serve as a forum to support the enhancement and maintenance of the State of Palestine’s security capacities toward meeting and sustaining the Security Standards (see Annex 2B), to review policy matters related to progress made in implementing and maintaining the Security Standards, and to facilitate necessary changes in infrastructure and related investments (by the International Fund) on the ground. The State of Israel, the State of Palestine, the Hashemite Kingdom of Jordan, and the Arab Republic of Egypt share a common interest in preventing all forms of military, extremist, terrorist, or criminal activity from obtaining a foothold of operations or in any way destabilizing the State of Palestine or its neighbors. A secure, disarmed, and peaceful State of Palestine will contribute to meeting the security needs of both parties and to regional security, as well as to economic prosperity. To bolster its internal security and to advance their shared interests, the State of Palestine, the State of Israel, the Hashemite Kingdom of Jordan, and the Arab Republic of Egypt will engage in comprehensive and enduring inter-state cooperation.
- The State of Israel will retain at least one early warning station in the State of Palestine as specified on the illustrative map, which will be operated by Israeli security forces. Uninterrupted access for Israeli security to and from any early warning station will be ensured.
- The State of Israel will rely to the maximum extent possible, as determined solely by the State of Israel, on balloons, unmanned aircraft and similar aerial equipment for security purposes in order to reduce the Israeli security footprint inside the State of Palestine. Although each party will be responsible for setting rules for zone allocation and issuing building permits in their countries, the zoning and planning of the State of Palestine in areas adjacent to the border between the State of Israel and the State of Palestine, including, for example and without limitation, the border between Jerusalem and al-Quds, will be subject to overriding Israeli security responsibility.
- The security plan outlined in this section will provide billions of dollars to international donors instead of creating a new multinational security force composed of forces from the United States and/or other countries.
- The two parties will work together, in good faith, on security matters, to protect Israelis and Palestinians alike.
