·       Episode No. 17

·       Translation of Chapter Twenty-Two, from the Political Framework - Part One, Economic Signals and Incentives.... (Peace for Prosperity)

·       From translating some of the texts of provisions of the Deal of the Century 2020 (Trump Vision) " Economic Signals and Incentives within the Political Framework .A" ...After I finish publishing the episodes on the economic signals and incentives within the political framework of Trump Vision, I will publish the episodes of the Economic Framework, Part B of the Deal of the Century (Trump Vision 2020)....

·       Some provisions concerning economic signals of the Deal of the Century (Trump Vision 2020) – (after the notice)

Notice 1:

·       It is notable that there are indications that the prospective State of Palestine under this vision will be able to use and operate a dedicated facility at the Port of Aqaba, Jordan, on the Red Sea for export and import purposes, subject to the consent of the Hashemite Kingdom of Jordan, and it appears that there were consultations with the Hashemite Kingdom of Jordan on this matter (Trump Vision) in advance!!, as the texts imply, and without that the vision would not have included some texts that will appear later in this publication and within the political framework. A free trade zone will also be established between the Hashemite Kingdom of Jordan and the State of Palestine to accelerate economic cooperation between the two countries. The parties will agree on the location and size of the free trade zone, and goods will be exported from the free trade zone using an airport located in the Hashemite Kingdom of Jordan. Note that the Hashemite Kingdom of Jordan's share of the funds allocated to the economic plan in the Deal of the Century is $7,365 million out of a total $50,670 million of the funds identified for the Deal of the Century. Of that, only $13,380 million is in the form of grants, while concessional loans and facilities amounted to $25,689 million, and private investor capital amounted to $11,600 million according to the economic framework statistics of the Deal. Over 10 years..

·       There will also be projects established in Jordan, Egypt and Lebanon, where $9,167 million is allocated to Egypt, and $6,325 million to Lebanon from these funds. The details of their projects in each country will be presented in subsequent episodes, as stated in the economic framework of the Deal of the Century. This indicates that there have been consultations and understandings with the mentioned countries to establish projects there, which I will present as they appear in the economic framework of the Deal...!!

Notice 2: The funds allocated for circulation and project creation in the West Bank and the Gaza Strip, if the political framework of the Deal is signed, amount to $27,813 million. Of that, $1,000 million (4%) will be spent on home ownership, agriculture $910 million (3%), industry $875 million (3%), livelihood welfare $630 million (2%), business development $560 million (2%), workforce development $345 million (1%), public health $1,320 million (5%), natural resources $1,450 million (5%), tourism $1,450 million (5%), education $1,895 million (7%), government reform $3,330 million (12%), digital services $2,625 million (10%), water $2,322 million (8%), energy $2,539 million (9%), transport and communications $6,562 million (24%)!! (It is clear that spending on roads, bridges, tunnels and railways will account for about 24% of the total funds allocated to the West Bank and the Gaza Strip, which is a very high percentage, and this is evidence of the lack of continuity of the areas allocated for announcing the prospective State of Palestine in the event of Palestinian signature) which will be linked to these networks of roads, bridges, tunnels and railways!!!.. Also the funds are not entirely grants as we noted, but mostly concessional loans according to the texts of the economic framework.. which generates the possibility of debts owed to be repaid by the prospective State of Palestine!!

·       The text of Section/Chapter Ten of the political framework in some of its provisions contains indications of economic signals and incentives as follows

·       Establishment of a Free Zone

·       Subject to the agreement of the Hashemite Kingdom of Jordan, the Free Trade Zone will use the current lands in the area and necessary security requirements. A free trade zone will be established between the Hashemite Kingdom of Jordan and the State of Palestine to accelerate economic cooperation between the two countries. The parties will agree on the location and size of the free trade zone so that it does not overlap, and goods will be exported from the free trade zone using an airport located in the Hashemite Kingdom of Jordan.

·       The United States will continue to provide lists of duty-free goods; these goods will come from all areas that enjoy this treatment today, and it will negotiate a free trade agreement with the State of Palestine.

The United States hopes that countries in Europe, the Middle East and elsewhere will seek to sign free trade agreements with the State of Palestine.

·       Transport is considered important for economic development, regional integration and integration into the global economic market. Currently, the cost of goods produced by the Palestinian people is particularly high due to transport challenges. The lack of ports has raised the cost of Palestinian economic activity. Although the State of Palestine will include Gaza, security challenges make the construction of a port in Gaza a problem for the foreseeable future. This vision hopes to enhance Palestinian economic activity, protect Israel’s security and provide a pathway for the State of Palestine to have its own port in Gaza in the future.!!

·       The State of Israel will allow the State of Palestine to use and operate dedicated facilities at the ports of Haifa and Ashdod, without affecting the undisputed sovereignty of the State of Israel at either location. The purpose of these dedicated port facilities is for the State of Palestine to benefit economically from access to the Mediterranean Sea, without compromising the security of the State of Israel.

·       The role of the State of Israel at these dedicated port facilities will be limited to security functions that will ensure that all goods moving to and from these dedicated port facilities do not pose a threat to the State of Israel. The security arrangements at these dedicated port facilities will be similar to the arrangements at other international border crossings that are managed by the State of Israel. These dedicated port facilities will be used only by cargo ships.

·       The State of Israel will assist the State of Palestine in establishing a fast-track transport system that will allow the State of Palestine to move all goods from the dedicated port facilities to the State of Palestine, taking into account the security considerations of the State of Israel.!!

·       The State of Palestine will be responsible for collecting and levying all taxes associated with goods entering these dedicated port facilities. All taxes collected on goods intended to be moved to the State of Palestine shall belong to the State of Palestine.

·       The State of Israel and the State of Palestine will cooperate with one another in a fair manner regarding passage to and from the ports. The parties will also assist one another regarding joint civil operations when needed in emergencies (such as fire, floods, etc.).
- The dedicated port facilities and all vessels that use the dedicated port facilities shall be subject to the applicable Israeli laws, including, without limitation, environmental laws and labor laws, and shall not violate any applicable tariff agreements.

·       The dedicated port facility will use the existing Israeli port, in addition to existing Israeli support facilities to refuel and repair ships. The State of Israel and the State of Palestine will enter into an agreement under which the State of Palestine will be able to use these facilities on a fair basis.!! The State of Palestine will pay its fair share of the costs of maintaining and repairing all joint facilities. However, no leasing fees will be payable by the State of Palestine to the State of Israel for using or connecting to these dedicated port facilities.

·       Subject to the consent of the Hashemite Kingdom of Jordan, the State of Palestine may use and operate a dedicated facility at the Port of Aqaba, without affecting the undisputed sovereignty of the Hashemite Kingdom of Jordan at the Port of Aqaba. The purpose of the dedicated port facility is for the State of Palestine to benefit economically from access to the Red Sea, without compromising the security of the Hashemite Kingdom of Jordan.

·       The role of the Hashemite Kingdom of Jordan in the dedicated port facility is limited to the security functions that will ensure that all goods moving to and from the dedicated port facility do not pose a threat to the Hashemite Kingdom of Jordan. The security arrangements at the dedicated port facility will be similar to the arrangements at other international border crossings managed by the Hashemite Kingdom of Jordan.

- The designated port facility shall be used only by cargo ships. The Hashemite Kingdom of Jordan will also assist the State of Palestine in establishing a rapid transport system that will allow the State of Palestine to transfer all goods from the designated port facility to the State of Palestine, taking into account the security considerations of the Hashemite Kingdom of Jordan.!!

- The State of Palestine will be responsible for collecting and gathering all taxes associated with goods entering the designated port facility. All taxes collected on goods to be transferred to the State of Palestine are the property of the State of Palestine.

- The Hashemite Kingdom of Jordan and the State of Palestine will cooperate with each other in an equitable manner regarding traffic to and from the port. The two parties will also assist each other with respect to joint civil operations when needed in emergencies (fires, floods, and so forth). The designated port facility and all vessels using the designated port facility shall be subject to the applicable Jordanian laws, including, by way of example and not limitation, environmental laws and labor laws, and shall not violate any applicable tariff agreements.

- The designated port facility will use the existing Jordanian port, in addition to existing Jordanian support facilities for refueling and ship repairs. The Hashemite Kingdom of Jordan and the State of Palestine shall enter into an agreement under which the State of Palestine will be able to use these facilities in an equitable manner. The State of Palestine will pay its fair share of the costs for maintenance and repair of all shared facilities. The Hashemite Kingdom of Jordan shall have the right to impose reasonable rental charges, payable by the State of Palestine to the Hashemite Kingdom of Jordan, for the use of the designated port facility and related facilities.!!
