Episode No. 4

- I hereby provide the continuation of the summary of Section Two (Item 2) of Part One of the political framework from the summary of the texts of the Deal of the Century..

- What the texts of the Deal of the Century...2020 say on the following subjects: the primacy of security, the issue of land, self-determination and control, refugees, Jerusalem, the Gaza problem, international aid

- The texts...of the Deal of the Century state the following items:

· Primacy of Security: THE PRIMACY OF SECURITY-

- Even if a comprehensive peace agreement is reached between the State of Israel and the State of Palestine and additional Arab states, the fact remains that there will always be those who wish to undermine security and stability. This vision always keeps that fact in view. No government should be asked to compromise the safety and security of its citizens. This applies particularly to the State of Israel, a state that has faced and continues to face enemies who call for its elimination since its establishment. Israel has also had the bitter experience of withdrawing from areas that were later used to launch attacks against it!

- The State of Israel suffers from exceptional geographical and strategic challenges. Simply put, the State of Israel has no margin for error. As serious as Gaza, which is run by Hamas, is for the security of the State of Israel, the presence of a similar regime controlling the West Bank would pose an existential threat to the State of Israel.!!
It is necessary that the Palestinian state created under a peace agreement be a state that has the tools necessary to succeed and be peaceful and secure, not a platform for instability and conflict.
The United States cannot ask any state, let alone its close ally the State of Israel, to make concessions that would exacerbate an already risky security situation.
The United States will ask Israel only to make concessions that we believe will make the State of Israel and the people of Israel more secure in the short and long term. This vision is designed in that spirit. All other countries should follow the same approach as the threat of terrorism spreads around the world.
Governments today coordinate closely with one another to leverage their intelligence expertise in combating terrorism. It is important that governments unequivocally condemn all forms of terrorism, and that governments work together to combat global terrorism.

- Both Israelis and Palestinians (and the surrounding region) benefit greatly from enhanced security.
Protecting Palestinians protects Israelis, and protecting Israelis also protects Palestinians. Counterterrorism cooperation between the State of Israel, the Hashemite Kingdom of Jordan, the Arab Republic of Egypt, and other countries in the region has strengthened the security of each of those countries. This vision is based on the belief that cooperation between the State of Israel and the State of Palestine will benefit both states. Current coordination between Israelis and Palestinians will also provide hope for achieving that. This vision has been developed in a way that takes into account the future security needs and strategic threats to Israelis, Palestinians and the region.

- The issue of land: any realistic peace proposal requires the State of Israel to make a significant regional compromise that will enable the Palestinians to have a viable state, respect their dignity and address their legitimate national aspirations.

- Withdrawal from territory!! seized in a rare historical defensive war. It must be acknowledged that the State of Israel has already withdrawn from at least 88% of the territory!! that it seized in 1967. This vision calls for the transfer of a quantity of land by the State of Israel — lands which Israel has confirmed as having legal legitimacy, and historical claims, and which are part of the ancestral homeland of the Jewish people — lands that should be considered a significant concession.!!!

- Peace should not require uprooting people — Arab or Jewish — from their homes. Such measures, which are likely to lead to civil unrest, are contrary to the idea of coexistence.

- The transportation corridors included in this vision create transit links, which substantially reduce the need for checkpoints, and greatly improve mobility, quality of life and trade for the Palestinian people..

- Self-determination is the defining characteristic of a nation. This vision (Trump Vision) aims to achieve the maximum of self-determination, taking into account all relevant factors.!!

- Sovereignty is an ill-defined concept that has evolved over time. With increasing interdependence, each state chooses to interact with others through agreements that set out baseline norms for each nation. Viewing the idea of sovereignty as a fixed and continuously defined term has been an unnecessary stumbling block in previous negotiations.!!!... The practical and operational matters that affect security and prosperity are the most important.!!

· Refugees:

- The international community has struggled to find sufficient funds to meet the needs of more than 70 million refugees and displaced persons in the world today. In 2020 alone, the United Nations requested more than $8.5 billion in new funding to assist millions of Syrian refugees and others from around the world. Most of these refugees were expelled from or fled their homes in the recent past, and they face harsh conditions.

- The Arab-Israeli conflict has produced a refugee problem affecting both Palestinians and Jews.
Palestinian refugees, who have suffered over the past seventy years, have been treated as pawns on the broader Middle East chessboard, and empty promises have been made to them and to their host countries. It is necessary to find a just, fair and realistic solution to the Palestinian refugee issue in order to resolve the Israeli-Palestinian conflict.

- A similar number of Jewish refugees were expelled from Arab lands shortly after the founding of the State of Israel, and they also suffered. A fair solution for those Jewish refugees should be implemented through an appropriate international mechanism separate from the Israeli-Palestinian peace agreement.

· Jerusalem: JERUSALEM

· Jerusalem is sacred to multiple faiths and holds religious significance for many people.
The issue of the holy sites in Jerusalem, and especially the Noble Sanctuary / the Haram al-Sharif, must be handled with the utmost sensitivity.

- The State of Israel has been a good steward of Jerusalem. Under Israeli administration, Jerusalem was kept open and secure. Jerusalem should be a city that unites people and must always remain open to worshippers of all religions.

· The Gaza Problem: Gaza has tremendous potential, but it is currently being held hostage by Hamas, the Palestinian Islamic Jihad, and other terrorist organizations committed to the destruction of Israel. The terrorist organizations that run Gaza have not improved the lives of the people living there. As these groups gained power and increased their malign activities, the suffering of Gaza’s residents only grew.

- Israel has tightened security on Gaza to prevent the entry of weapons and materials used to manufacture weapons. Any acceptable solution must allow goods to pass so that Gaza’s economy can flourish, while ensuring that Israel’s legitimate security concerns are addressed.

- The United States does not expect the State of Israel to negotiate with any Palestinian government that includes any members of Hamas or Palestinian Islamic Jihad, or their substitutes, unless that Palestinian government (including its Hamas or Palestinian Islamic Jihad members) unequivocally and explicitly commits to renouncing the use of violence, the State of Israel, and full compliance with the other Gaza standards set forth in Section 9.
If negotiations between Israelis and Palestinians result in a peace agreement, the State of Israel is expected to fulfill its obligations under the Israeli-Palestinian peace agreement only if the Palestinian Authority, or any other body acceptable to Israel!!, exercises full control over Gaza, the terrorist organizations in Gaza are disarmed, and Gaza is fully demilitarized.

- For comprehensive peace to be realized, it is up to the Palestinian people to demonstrate that they reject ideologies of destruction, terrorism and conflict, and to unite for a better future for all Palestinians

· International Aid

- Countries that have donated funds to the Palestinians over the course of the conflict face other substantial challenges and needs, and they want to ensure that aid provided to the Palestinians will be spent wisely and meaningfully over time

- This vision has been developed to reduce Palestinian dependence on international assistance over time. The goal of the Israeli-Palestinian peace agreement is a thriving Palestinian economy and a viable state.
