- Program Three Enabling the Palestinian people to invest in health care
- Access to health care:
- Shortages of staff, medicines, equipment, and supplies in Palestinian medical facilities create gaps in the Palestinian health care system and force many Palestinians to forgo care or travel abroad to receive the care they need. In the short term, this project will support the deployment of more mobile and primary clinics to meet the health care needs of underserved Palestinian communities and provide financial support to ensure hospitals and clinics obtain medications and equipment to improve treatment of those in need of care. Other later-stage projects will equip public hospitals with new, modern equipment to improve their capacity to treat a diverse range of diseases and illnesses — reducing wait times and the number of Palestinians who must be referred to hospitals abroad for treatment. (Three projects will be implemented in this sector with total amounts of 1,000 million dollars m, of which 400 million dollars as grants, and 600 million dollars as loans)
· Quality of health care
- Resource shortages in the Palestinian health care system make it difficult for health care specialists to focus fully on improving quality standards and for Palestinian medical institutions to meet the highest standards and obtain international accreditation. This project will support technical experts and private-sector experts who assist hospitals and clinics in identifying areas for improvement and provide them with the resources needed to meet current needs. To further improve quality of care, this project will encourage doctors, nurses, and other medical staff to pursue international certifications, training, and research opportunities. These skilled professionals and modern facilities can provide the foundation for long-term health care quality in the West Bank and Gaza Strip
· Preventive health
- The risk of non-communicable diseases is rising in the West Bank and Gaza Strip and is worsening due to a lack of primary and secondary prevention programs. This project will help Palestinian health care facilities expand the availability of services such as vaccines, family health history assessments, and routine physical and mental health screenings. This project will also fund a public awareness campaign to inform people of health risks and the resources available to them within the Palestinian health care system. These efforts will reduce long-term health care costs and help the Palestinian people live longer, healthier lives. Program Four: Enabling the Palestinian people to improve their standard of living
· Arts and culture
- From ancient times to the present, the West Bank and Gaza Strip have been centers of arts and culture. They are home to many of the region's most famous artists and poets and are steeped in historical traditions, such as the annual Nabi Musa festival!!. This great cultural heritage should be celebrated and supported. By working with Palestinian cultural institutions, this project will uplift the next generation of Palestinian artists, musicians, and writers. Palestinians will be able to apply for year-long fellowships for study, training, and work in artistic and cultural fields at home and abroad. Other grants will fund the development of new cultural centers and museums across the West Bank and Gaza Strip. These institutions will display the richness of Palestinian history and culture to thousands of local and international visitors every day.
· Sports and athletics
- In addition to improving public health, sports and athletics can help Palestinian youth build new relationships with their peers and within their communities, and Palestinian teams can be a source of entertainment and pride for all Palestinians. This project will expand options for competitive and healthy activities for Palestinians by constructing public sports facilities in the West Bank and Gaza Strip. The project seeks to inspire the next generation of Palestinian athletes who dream of being on future Palestinian teams competing on the world stage and to train them.
· Municipal services:
- Presenting an urban renewal project valued at 200 million dollars as a grant... in the West Bank and Gaza Strip This project will help Palestinian municipalities to develop and repair infrastructure that will improve quality of life within Palestinian urban areas. These funds will finance the development of sidewalks, libraries, public parks, and other public spaces in cities and towns. They will also support the renovation of public buildings and other revitalization projects that beautify and improve urban areas across the West Bank and Gaza Strip, as Palestinian municipalities lack the resources needed to deliver the basic services their citizens need to thrive. (Presenting an urban renewal project valued at 200 million dollars as a grant... in the West Bank and Gaza Strip).
- This project will improve services in Palestinian cities and towns by providing short-term financing to municipalities and NGOs focused on improving local citizens' lives. These funds will allow local governments and institutions to improve basic services, including garbage collection, emergency assistance, and traffic management. This financing will be linked to a series of reforms that will put Palestinian municipalities on the path to independent financing and the sustainable provision of public services. Additional funding will support the development of public spaces across the West Bank and Gaza Strip, giving Palestinians more opportunities to spend time outdoors with their families and friends while helping attract tourism to the West Bank and Gaza Strip.!!
· Civil service
- Palestinian good governance requires commitment to its client: the Palestinian people. The fundamental tasks, overarching goals, and strategic objectives of government must be developed and aligned to increase citizens' prosperity. To improve the quality of government staff in the West Bank and Gaza Strip, this project will support developing new educational programs and leadership training for civil service employees, through a rigorous curriculum focused on responding to people's needs and providing excellent customer service. These programs will provide the next generation of Palestinian officials with skills in leadership, teamwork, negotiation, financial management, policy-making, and communications while encouraging a culture of service and accountability. Performance metrics will be established, and career advancement will be rewarded based on measurable results. Leaders will learn to identify the government's most important objectives — the metrics for those objectives — and how to prioritize and present them to achieve the best outcomes that will improve life in the West Bank and Gaza.
- Developing incentives for civil service employees to move to the private sector with increased salaries in order to improve civil service performance through a merit-based standard. This will create new competencies, improve service delivery, and help ensure the Palestinian public sector is financially sustainable (250 million dollars as a grant.. to streamline the civil service and other projects with an amount of 100 million dollars to attract competencies from abroad.)
· Delivery of service
- An invigorated Palestinian economy will require modern public services and institutions. This project will help the relevant Palestinian authorities implement a comprehensive strategy to ensure efficient service delivery to their citizens. This effort will expand government online services, including payment services, utility management, school registration, and passport applications. These systems will also allow Palestinians to track the status of their applications and other performance indicators. To further strengthen service delivery, this project will work with the government to identify opportunities for public-private partnerships and the privatization of services where the private sector is stronger.
· Conclusion
- "Peace to Prosperity" offers a vision of a prosperous Palestinian society supported by a strong private sector and a vibrant people and an effective government. It shows what is possible with peace plus investment, and how success can be achieved through specific programs supported by a set of achievable projects.
- "Peace for Prosperity" is a realistic, achievable plan that the Palestinians can implement, supported by the international community, to build a better future for the Palestinians and their children. Through this vision, the West Bank and Gaza Strip can provide a future of dignity and opportunity for the Palestinian people!!
