2020):
Trump's economic plan: (Chapter / Section
Six of the Political Framework)
At the invitation of the Kingdom of Bahrain, last June in Manama, the United States presented
the Administration's economic plan for peace in the Middle East, launched by the
Administration under the title "Peace for Prosperity": a new vision for the Palestinian people
-
The United States recognizes that the signing of an Israeli-Palestinian peace
agreement and its successful implementation would have a significant impact on the economic
prospects in the region. In Bahrain, the international community affirmed its commitment to the economic plan and its necessity, as well as
its viability after the signing of the peace agreement
- The economic plan will enable the Palestinian people to
build a prosperous and vibrant Palestinian society, composed of three initiatives that support the distinct pillars
of Palestinian society: the economy, the people, and the government. With the potential to catalyze more than $50 billion
in new investments over ten years, "Peace for
Prosperity"...
· The most ambitious and comprehensive international effort for the Palestinian people to date. It has — the plan the ability to transform the West Bank and Gaza Strip dramatically and open a new chapter in Palestinian history, a defined chapter, not of hardship and loss, but of opportunity and dignity.!!
· First Initiative: Will unleash the economic energies of the Palestinian people. Through developing property and contract rights, rule of law, anti-corruption measures, capital markets, a growth-friendly tax structure, and a low-tariff plan with reduced trade barriers.
· This initiative seeks policy reforms, along with strategic investments in infrastructure that will improve the business environment and stimulate private sector growth. It will ensure hospitals, schools, homes, and businesses reliable access to electricity, clean water, and digital services at affordable prices. Billions of dollars in new investments will flow into various sectors of the Palestinian economy. Entrepreneurs will have increased access to capital, and the markets of the West Bank and the Gaza Strip will be connected to key trading partners, including Egypt, Israel, Jordan and Lebanon. The economic growth resulting from implementing this plan has the potential to end the current unemployment crisis and transform the West Bank and Gaza Strip into a hub of opportunity.!!
· Second Initiative: Will enable the Palestinian people to achieve their ambitions, through new home-based data-driven education options, expanded online learning platforms, increased vocational and technical training, and the possibility of international exchanges. This initiative will also strengthen and expand a variety of programs that directly improve the welfare of the Palestinian people, in addition to bolstering the Palestinian education system, ensuring students can achieve their academic goals and be prepared to join the workforce..!!
· Equally important, access to high-quality health care will be significantly improved, with Palestinian hospitals and clinics equipped with the latest healthcare technologies and equipment. In addition, new opportunities for cultural and recreational activities will improve the quality of life for the Palestinian people. From parks and cultural institutions to sports facilities and libraries, the projects of this initiative will enrich public life across the West Bank and Gaza Strip.!!
· As for the Third Initiative, it will work to strengthen Palestinian governance, improve the public sector's capacity to serve its citizens, and enable private sector growth. This initiative will support the public sector in making the improvements and reforms necessary to achieve long-term economic success. The commitment to support property rights, improve the legal and regulatory framework for businesses, adopt a growth-oriented, implementable tax structure, and develop strong capital markets will increase exports and foreign direct investment. A fair and independent judiciary will also ensure an enabling environment for growth and a thriving civil society. New systems and policies will help enhance government transparency and accountability. Meanwhile international partners will work to eliminate the donor-dependency of the Palestinian public sector, placing Palestinians on a trajectory to achieve long-term fiscal sustainability. Institutions will also be modernized and made more efficient, to facilitate the delivery of basic services more effectively to citizens. With Palestinian leadership support, this initiative can inaugurate a new era of prosperity and opportunity for the Palestinian people and institutionalize the policies necessary to achieve a successful economic transformation.!!
· These three initiatives are more than a vision for a promising future for the Palestinian people. They are also the foundation for an implementable plan. The capital raised through this international effort will be placed into a new fund managed by an existing multilateral development bank, and guarantees of accountability and transparency and anti-corruption and conditionality will protect the investments and ensure capital is allocated efficiently and effectively. The fund's leadership will work with beneficiaries to outline annual investment guidelines and development objectives and governance reforms that will support project implementation in the areas specified within the "Peace for Prosperity" program. Grants, concessional loans, and other support will be allocated to projects that meet specified standards through a streamlined, flexible, and accountable process.!!
- In addition to requiring the State of Palestine's full compliance in all respects with the Israeli-Palestinian peace agreement, "Peace for Prosperity" will be conditioned on the following:
1- The State of Palestine establishing transparent, independent, creditworthy financial institutions capable of engaging in international market transactions in the same manner as the financial institutions of Western democracies,
2- Establishing an appropriate system of governance to ensure proper use of funds,
3- Establishing a legal system that protects investments and addresses commercial expectations.
· The United States will work with the Palestinian Authority to identify economic projects for Jerusalem, and integrate those projects into the "Peace for Prosperity" program.!!
· The economic plan will enable the Palestinian people to build the society they aspire to establish for generations. It will allow Palestinians to achieve a better future and pursue their dreams. We are confident that the international community will support this plan. Ultimately, while the authority to implement it rests in the hands of the Palestinian people.!!
